(UPI) - The head of the Immigration Service said Tuesday illegal aliens will continue displacing American workers and costirfg taxpayers millions each year unless Congress makes it illegal to hire them. Immigration d i r e c t o r Leonard F. Chapman Jr., said there may be as many as 12 million aliens l i v i n g illegally in the United States and they will keep coming as long as job opportunities are available. C h a p m a n said he promised Congress if it- passed the n e c e s s a r y ' legislation he could open up one million jobs now held by aliens, about 190,000 of them in the border cities in California, Arizon a , N e w M e x i c o a n d Texas. "The reason they all enter is to find a job, earn money and send it home," Chapman told a news conference. "In doing so, they avoid taxes -- at a cost to taxpayers of. hundreds of millions yearly. "The money they earn and send out of the country is lost forever to our economy and makes up a large part of our $3.6 billion balance of payments deficit." . Chapman -- who planned to tour Texas border ports of entry at Del Rio, Eagle Pass and Laredo -said the aliens are taking jobs from many of the 6.5 million legal residents already out of work.
