INTERNATIONAL BEAUTY CONGRESS--In his first of 12 special telecasts, and the only one this week, Bill Welsh boards the SS Himalaya in Long Beach Harbor to interview delegates arriving from Australia, Burma, Canada, Ceylon, China, Japan, Malaya, New Zealand, the Philippines and Singapore.
