Three university econo- ! mists, testifying at hearings of the Senats-House Kconomic Committee, recommended that Congress set guidelines for stable . growth of the money sup: ply and require that the reserve board explain any ; departure from the guide- j posts. Culbert| son of the University of Wisconsin traced what he called the erratic course between tight and easy money over the past decade and called it "a threat to the security of the nation." * * * * THE RESERVE board chairman, William McChesney Martin Jr., will have an opportunity today to defend the board's policy. He is scheduled to testify on the economic message of former President Johnson. Culbertsun said the expansion of money and credit supply climbed from a rate of virtually zero in the early 1960s to a rate of 6 per cent a year by early 1966. down to zero again until early 1967, then up to nearly 7 per cent in 1967-68. "The oscillations in the rate of money growth did not act to offset economic fluctuations, but seemed to have been a major cause of economic instability," Culbertson testified. Culbertson said the board ignored the advice of the joint economic committee, most economists and many newspapers last year in declining to curtail the expansion of money and credit as a curb on inflation. The board, he said, feared such a move would cause "excessively light credit" and a possible recurrence of the I960 disruption of financial markets. If the federal reserve deviated from the "stable growth" range, he said, it could be called on to explain by an appropriate congressional committee. A fourth university wit- ness, economist Robert C. Turner of the Indiana University School of Business Administration, did not join in the criticism.
