Terms of a border agreement and a 10-year non- aggression pact signed in Peiping Thursday by Gen. No Win, prime minister of Burma, and Premier Chou Itn-lai of Red China were announced simultaneously ;in Peiping and Rangoon. While the border agreement does not settle all .areas in dispute, it does erase three trouble spots dat- ;ing back in part to the days when the British ruled ·Burma and the Nationalists ran China. Clash Kills 1, Hurts 2 TEL AVIV, Israel W)--One Israeli policeman was killed and two wounded in an exchange of fire Sunday between Syrians and Israelis southeast of the Sea of Galilee. Cuba has no diplomatic ', relations with the Soviet Union. : 21,000 Policemen Alerted TR1VANDRUM, India (UPI) -- A force of 21,000 policemen was alerted Sunday to keep order in today's Kerala state elections, which will decide whether the only Communist state government India has ever had can make a comeback. Nearly 5,000 policemen were brought in from neighboring states. Kerala has a reputation for rioting and the bitter campaign between Communist and democratic forces has increased the chances of trouble. There were unconfirmed reports of a Communist campaign of violence to disrupt the polling. Most political observers predicted the three democratic parties would score a solid victory. Mishaps Mar Maneuvers REGENSBURG, Germany W)--Accidents Sunday marred the eve of Exercise Winter Shield as 60,000 American and German troops moved into position for their biggest joint winter maneuvers. Two American soldiers were seriously injured when their low-flying Army helicopter hit a power line. A German soldier was killed when his jeep and a civilian truck and trailer collided near Schwandorf.
