Rd Knupal. director of the citizens' action group, jold a Capitol news conference t h a t (he suit was sparked by an investigation conducted into his background and that of his f a m i l y by the R.J. Frasco Agency of Los Angeles for Standard. A n d Koupal admitted . l h a t the suit, filed in Los Angeles Superior Court, was based on. statements from an ."angry"' ex-em- ploye of the agency who was fired by Frasco. A spokesman for Standard said a "routine invest i g a t i o n " of the group was carried out in connection w i t h a lawsuit filed by- People's . L o b b y against the company. He denied any impropriety or unethical conduct. R.J. Frasco, head of the L o s A n g e l e s detective agency, said the investigation was "proper anc reasonable." He a d d e d t h a t t h e l a w s u i t w a s "frivolous" and based on "scurrilous charges." 4 K O U P A L s a i d t h a t Frasco detectives plantec a "spy" in their Los An geles office between 1970 and lfl"2. investigated the b a c k g r o u n d s o f t h e m selves and their childrer and obtained c o n f i d e n t i a l records from the state Bu r c a u o f C r i m i n a l I n d e n t if ical ion a n d - 1 lives t i g a t i o n . K o u p a l s a i d t h e i n c i d e n t s occurred at a t i m e t h e group w a s at t a c k i n g Standard's advert i s i n g of the F310 gasoline additive. A decision has since been handed dowi against the advertising by t h e Federal Trade C o m mission. He ,said his statements a n d t h e lawsuit w e r e based on a statement b, Richard Sloan, a formei Frasco employe. " H e ' s a n g r y a t t h e company." Koupal said o Sloan, who was fired by t h e agency. KOUPAL'S wife Joyce who is also a director ol People's Lobby, said the.\ don't k n o w what invest! g a t i o n had been carried out against their three children, ages 17 to 25. bu t h a t t h e l a w s u i t _ w o u k h e l p find out. "We haven't been serv -d with the suit," sait Guy Carruthers, Standard spokesman. "We presume t h a t it is pr'ompoted b y . a r o u t i n e i n v e s t i g a t i o i prompted by anther suit filed by People's Lobby. "We think his conten l i o n i s . t o t a l l y withou merit. W e ' v e reviewed with t h e l a w firm t h e i n v e s t i g a t i o n . . . ' w h i c h was entirely within thf bounds of legal propriety and codueted in a ethica manner."
