Alhambra artist Donn Jones, 31, said that he put them out and that it was, indeed, a college art show for his master's degree f r o m California State University, Los Angeles. "It related to new directions in ceramics in that I took a traditional media and used it in an untraditional way and tried to create an art object that had strong emotional imp a c t on a n y o n e who viewed it," he said. Baker residents called them "sharks' teeth," but Jones said he formed -the objects in the shape of candle flames and arranged them so that viewed from the air they would look like a large candle flame. "One reason I used the desert is that traditionally clay has been exposed to h e a t to make it permanent," he said. "So instead of doing my art the same way I tried to find one of the hottest spots I could, a dry lake bed. It was the second such a c t i o n by a California judge in two weeks. Sacramento S u p e r i o r C o u r t J u d g e B. Abbot Goldberg, who heard the arguments of a n o t h e r lobbyists' group 'and state officials Jan. 15, now has t h a t case under submission. Judge Goldberg and Los A n g e l e s J u d g e H a r r y Hupp, who presided at Monday's hearing, must announce their decisions within 90 days of the hearing dates. In both cases, lobbyists h a v e sought temporary restraining orders against the new campaign law. Attorney J o h n M c D o - nough of the Long Beach- Beverly Hills firm of Ball, Hunt, Hart, Brown and Baerwitz presented arguments against the campaign act Monday. McDonough represents lobbyists who organized l a s t December as the Institute of Governmental Advocates to battle the act. The group filed its suit Dec. 30, at the same time a s k i n g Superior C o u r t Judge Campbell Lucas for the temporary restraining o r d e r barring implementation of Prop. 9. That order was denied, as was an identical request in the Sacramento action. Judge Lucas, however, ordered defendants in the Los- Angeles suit--Atty. Gen. Evelle'Younger and Dist. Atty: Joseph Busch --to appear before Juugs Hupp and show cause why they shouldn't be blocked from enforcing the campaign act. The lobbyist group had asked that Younger be restrained f r o m spending public funds or using government personnel to enforce the act. The group also asked that Younger and Busch be blocked from any at- t e m p t s a t l a u n c h i n g criminal proceedings in connection with the act.. The lobbyist group alleged in its suit that the act which created the F a i r Political Practices Commission as of Jan. 7, w a s unconstitutional, discriminatory and vague, _ Singling out sections that deal with lobbyists or define t h a t t e r m , the group contended the act is discriminatory because it i m p o s e s r e s t r i c t i o n s "which do not apply to other persons who are engaged significantly in influencing legislation^ or administrative action."
