"I can't justify a new capitol building," Assemblyman Leon'Ralph, D- South Gate, chairman of the Joint Rules Committee, told newsmen. "The ; costs would be astronomical:" . . . ; Estimated costs now i run-from $80 to $100 mil- -ijion. ' RALPH'S opposition to such a building appeared to doom a controversial plan first proposed in 1967 by Sen. Randolph Collier, D-Yreka, which called for erecting a skyscraper office building for lawmakers east of Capitol Park. The Collier plan generated waves of controversy for years, but recently was put on ice when new l e a d e r s h i p under Assembly Speaker Leo McCarthy took control of the Assembly. Ralph also flatly ruled out any possibility that the century old west wing of the Capitol would be torn down. The west wing has been declared hazardous in case of an earthquake. The wing houses the Senate and Assembly chambers. ' , Welton Becket Associ- \ ales, the Los Angeles firm ' studying the Legislature's space needs, is' considering proposals that would , give each legislative em- . ploye in the year 2000 an ··: average 145 more square j feet of work space than -.his or her 1975 counter- J par't, a c c o r d i n g to a ^spokesman for the Joint 'Rules Committee. · The spokesman, Gene Mansfield, said Monday t h a t Welton Becket is studying alternatives that would ultimately give the Legislature about 600,000 s q u a r e f e e t of o f f i c e space. · SINCE Welton Becket, also estimates the legislative branch will h a v e more t h a n 1,600 Sacramento employes by the year 2000, that would give each future, worker an average 375 square feet of space. . , Lawmakers and their staffs currently use about 322,000 square feet of work space -- or an average 230 square feet for each of the some 1,400 legislative workers in Sacramento. Ralph said the Legislature wanted more work space to insure that "as the need occurs we will have ample space for it." But, at a meeting of the committee, the l a w m a k - ers left undecided plans for expansion. RALPH said the three leading expansion alternatives are: add .on to the six-story Capitol annex which was built in the 1950s; construct a new building at the east end of Capitol Park; or build a legislative staff building at 10th and N streets, near the Capitol. Mansfield said the esti- . mated cost of $80 to $100 million for a new capitol now may be low because of inflation.. He did say that if an administrative b u i l d i n g were erected n e a r the Capitol for legislative staff it could be done for considerably less than constructing a new capitol.
