Pilots VIENTIANE, Laos UP -- About 100 U.S. pilots have been shot down and captured in bombing raids on Laos and the Communist-led Pathet Lao is holding them in secret jungle prison camps, informed sources reported Tuesday. Despite intensive efforts by the U.S. Embassy, and the International Red Cross and by some families of the downed fliers, not one word on the fate of the missing men is known. Some sources have expressed serious concern for the welfare of the pilots because of extremely harsh and often brutal treatment meted out by Laotian Communists to American and European prisoners. There were some hopes that some pilots have been transferred to North Vietnamese custody. The North Vietnamese are belived to give prisoners better treatment. THE * PATHET Lao, which has refused to say even how many fliers they have, claims to have shot down more than 1,000 U.S. aircraft in four years of air war over Laos. Such figures are sus- pect, along with Hanoi's claims of U.S. plane losses over North Vietnam, but U.S. authorities make no figures available for Laos. Escaped prisoners, including one newsman, have said their captors resorted frequently to brutality with no apparent underlying motivation, such as exerting confessions. So far there has been no report of purported confessions by captured pilots, which some consider odd because of the Pathet Lao's virulent propaganda campaign against the U.S. bombing campaign in Laos. * * * * THE U.S. Embassy has made contacts with remnants of the Pathet Lao mission in Vientiane but failed to receive any satisfaction on any queries, it reported. The International Red Cross's attempts to get information have been treated politely but no information was given out. Presents and letters for pilots from families have been turned over to the Pathet Lao but there is no indication any wound up in the fliers' hands. Authoritative sources say there are no current negotiations under way in Laos either directly with the Pathet Lao or through intermediaries such as the Soviet Ebassy to win release of the prisoners. A PATHET *Lao official in Vientiane, who may have been speaking for the leadership, said in the past that the pilots were "air pirates and war criminals" and would be tried and treated as such. Under international law, the U.S. claim that pilots are prisoners of war is somewhat shaky, some diplomatic sources say. The United States under the 1962 Geneva treaty promised to withdraw militarily from Laos. The massive bombing raids now under way, carried out on a scale equal in intensity to anything directed against North Vietnam in the past, are explained officially as only armed reconnaissance missions being carried out at the request of the royal Laotian government. THE RAIDS primarily are directed against North Vietnamese units and supply columns headed for South Vietnam along the Ho Chi Minh trail. Under the 1962 treaty, North Vietnam also was supposed to end its military presence in Laos. In fact, however, it has grown by most reliable estimates from 5,000 to 40,000 men. Prisoners of the Pathet Lao probably are held for the most part in the northeastern province of Sam Neua, just across the border from North Vietnam. This is the Pathet Lao headquarters. The quality of Pathet Lao medicine has always been considered low even by the rough standards of Indochina. Amoebic and other virulent forms of dysentery are constant enemies, as are parasites that attack vital organs and abound in rural food and water.
