"It is the only type of debriefing they will undergo here," said Col. H, A. Davis Jr., who wrote the basic plan ·for reception of the prisoners after their release. Davis, 46, of Syracuse, N.Y., is a key figure in a 1,600-man task force from the four armed services organized over a one-year period to welcome airlifts of prisoners from Hanoi to Clark Air Force Base 50 miles west of Manila. Hopes for an early arrival of the POWs rose with the news yesterday that the Viet Cong representative of the four- power military commission that will work out details of the prisoners' release had ar- rived in Saigon. Other members of the body are the United States and North and '' South Vietnam. Absence of the Viet Cong member; had .-prevented full-dress meetings of the commission. "We will be asking the POWs here only for information on any who might have been left behind," Davis said. , He said that detailed questioning of the men on their experiences will wait until they arrive in the United States.
