The Pathet Lao attack involved a comparative handful of men and a few square miles of rough terrain in this remote and primitive Southeast Asian kingdom, but it tripped panic, buttons around the world. MILITARY EXPERTS say most of the clashes have involved about 100 men on each side in each engagement. At most, a battalion--up to 400 men--was engaged in the biggest clash. But Western and Laotian uthorities here agree the mil- tary and political implica- ions of the latest Pathet Lao move are grave and reach ar beyond the Plaine des arres or even the borders of Laos. THE PLAINE des Jarres :ould be described as the :ockpit of Laos, and Laos as the cockpit of Southeast Asia. The Plaine des Jarres is an open plateau virtually denuded of trees and cover located in North Central Laos, 110 miles northeast of the administrative capital of Vien- iane. The plaine, about 3,000 ! eet high, is capped by peaks rising another 2,000 to 3,000 eet. The heart of the really flat jart of the plateau, centered around the main airstrip, measures less than twenty square miles. The general area known as the Plaine, including surrounding foothills, covers some 300 square miles. The stone jars that give the Plaine its name date back 2,000 years, to pre-Lao times. Archeological experts say they could have been burial urns, storage bins for rice or pickling jars for rice wine. THE PLAINE des Jarres also is the only area in North Central Laos suitable for deployment of armor. Unlike most so-called strongpoints in Laos it is considered relatively defensible. Strategically and tactically, it is the most important military foca point in the northern half of Laos. The Plaine des Jarres is the crossroads of three main roads connecting Communist North Viet Nam to the north and east, Vientiane to the southwest and the rest 01 Laos to the south. The roads are not high ways in a modern sense bu they can carry trucks and supplies. In this undevelope land of jungle paths the} rate as highways. The Plaine also controls aotian supply routes from Communist North Viet Nam to Communist Viet Cong ;uerrillas operating in South Viet Nam. . LAOS ITSELF is strategic Because of its location in the heart of Southeast Asia. For Red China in the north and ^orth Viet Nam in the north and east, this populated ungle kingdom could form a major highway to anti-Communist Thailand and South Viet Nam in the west and southeast, and to neutralist Cambodia in the south. The few square miles the 'athet Lao won this month ncluded the strategic provincial capital of Xieng Knouang and Khang Khay, former joint icadquarters of neutralist 3en. Kong Le and the Pathet Lao, both southeast of the plaine, and Phong Savang, 10 miles northeast of the plaine. These few .miles gave the 3 athet Lao control over the eastern perimeter of the plaine and placed them within artil- ery range of the main airstrip, forcing Kong Le to fall back on a grass strip atMuong ?han seven miles to the West. AT THIS POINT the Pathet Lao stopped and agreed to a cease-fire. Some experts predict the Pathet Lao will not resume their offensive in the immediate future. It is believed they have achieved their two objectives: They have nibbled off another slice of Laos, part of their patient long-range master plan for the eventual conquest of Laos. And they have established their control -- which they had shared with Kong Le's neutralists since the Geneva accord of 1962-- over the vital supply routes from North to South Viet Nam. The consensus here appears the Pathet Lao feel they cannot resume an offensive immediately w i t h o u t risking counteraction. Kong Le is reported growing increasingly restive under restraints placed on him by Neutralist coalition Premier Prince Souvanna Phouma. Ever notice what long distance can do for people in love?
