He urged support of a new fee sys- em. "The member banks of the American Bankers Association do not seek to have the guaranteed student loan program placed on a full profit-making basis," executive vice president Cnarls E. Walker told a House Education Subcommittee, "but they do believe that the program should permit them at least to break even." Pending administration legislation would allow banks a placement fee of up to $35 on each loan made and similar fee after the student graduated and converted his loan to a reg : ular repayment schedule. Walker said this fee would bring banks to the break-even point and still not amount, in most cases, to the equivalent of another percentage point in interest. As it now stands, the prografn allows an eligible student to bor- row from a bank up to $1,000 a year, with the government paying six per cent interest as long as he is in school and a year afterward. Then the graduate begins paying off the loan, but the government continues to pay half the interest -- three per cent.
