However, the averages showed little change. In the first half hour of trading, the New York Stock Exchange ticker tape fell a minute behind in reporting floor transactions. And some specialists said it would come as no surprise if the Federal Housing Administration retained its interest rate on home mortgages it guarantees at the legal limit of 6 per cent, which it. reached during last year's bout with tight money.' "We're still watching the market," FHA officials said when asked about prospects for a lower interest rate. The over-all cost of obtaining a home mortgage -- both conventional and FHA -- has declined since December but the drop has been slow. Government economists said the demand for long-terrn funds, especially by corporations, is still heavy and noted that it's long-term money which finds its way into mortgages. One industry source called prospects for a lowering of the FHA interest rate uncertain. Interest rates on conventional home loans have declined since last D e c e m b e r whii° the charges made for FHA financing have decreased although the interest rate has remained at its lepal maximum. The National Association of Home Builders said it anticipates only a slight further easing in home loan interest rates in view of the anticipated economic upsurge during the second half of the year and a heavier demand for mortgage funds. The American Bankers Association has suggested that Congress remove the 6 per cent ceiling entirely on FHA home loans and let that rate seek its own level in the market place.
