The project, for which bids will be opened May 16 in Sacramento, includes grading 1.1 miles, am grading and surfacing 3.8 miles of Highway 101 between Hopland and Ukiah to construct a four- lane freeway. Other Northern California jobs, set for bid opening May 0, by county: Trinity: $1,350,000, grade and pave to construct 1.9 miles two-lane expressway on U.S. 299 between 7.9 miles and 10 miles east of Douglas City. 'Because Eureka is the urban core of the Humboldt Bay area, a meaningful General Plan can not be made for the city unless it is set in the framework of a plan for the future development of the bay. This plan can be less detailed, but it is essential. Consequently, the planning program ncludes preparation of the Out- ine General Plan for the Hum- Area. "Because Eureka is the capita] of an economic region and because of recent problems result- ng from the decline of the lum- )er industry, among the most important studies on which the General Plan will be based are the iconomic Development Surveys. ic scale and composition of 'uture population growth and the inancial resources of local government will depend on the Hum)old Bay Area's economic de- 'elopment, particularly its rate, scale and industry composition.
