Kauffman Chancellor of schools named in New York Associated Press NEW YORK The board of education chose a new schools chancellor Saturday, ending months of bitter feuding with Mayor Rudolph Giuliani over who should lead the nation's largest school system.

But the new chancellor, Rudolph F. Crew, could face a legal challenge from his current employer, the school district in Tacoma, where he has a contract through 1998. The board and Giuliani announced on Friday that they had finally found a candidate they could agree on. The board made it official on Saturday by voting to give the contract to Crew. The 44-year-old educator will have his work cut out for him.

New York's schools are coming off a scandal-filled year in which teachers were accused of having sex with students. Moreover, many of the city's 1,069 schools are crumbling, $500 million was cut from the system's $8.5 billion budget and critics say the system's lumbering bureaucracy stands in the way of meaningful reform. Enter Crew, whose biggest school post ever was as superintendent of a district in California. With 1 million students, New York's system is 20 times as large. The Tacoma schools have 31,000 students.

The agreement to appoint Crew came only a week after Giuliani used his influence to turn around a decision by the school board to appoint as chancellor Daniel Domen-ech, a superintendent of Western Suffolk schools on Long Island. The board had voted 4-3 in favor of Do-menech, but board member Jerry Cammarata reversed his vote under pressure from Giuliani supporters. The mayor threw his support behind Crew on Friday afternoon, saying they agreed on budget and safety reforms for the city's schools. Speaking to reporters outside the Waldorf Astoria as the voting was being taken, Giuliani said he expected Crew would be more answerable to city hall than his predecessor, Ramon Cortines, who quit as chancellor after a lengthy battle of wills with the mayor. "Rudy Crew is an excellent choice," said Giuliani.

"He has the exactly the right approach to what has to be done to the school system." The mayor ultimately wants to wrest control of the city schools from the board, which is independent, either by abolishing the panel or appointing an education commissioner answerable to city hall. He says the board wastes much of the $8 billion school budget on bureaucracy. Crew had been in the running earlier but withdrew from consideration for the job two weeks ago. On Friday, he issued a statement conditioning his candidacy on keeping politics out of school operations. Crew is a native of Poughkeepsie and his oldest son works in New York City for MTV.
