9, 1976 (20 LBI impasse unsolved SACRAMENTO -A three-pronged to save the dying Agricultural Labor Relations Board is being waged this week by Gov. Brown's administration. But a reported breakthrough late Monday in the two-month impasse failed to materialize after a meeting between the Democratic governor and about eight leaders of the Senate and Assembly. One point in the Brown administration's campaign involves amendments to the "access rule," a hotly disputed board ruling giving union organizers the right to enter private farms to contact workers. HOWEVER, neither critics nor friends of the controversial board were certain in interviews whether the last-gasp effort would succeed.

The ALRB has conducted secret ballot union representation elections on more than 400 farms since September. But it has been reduced to a skeleton staff since Feb. 6, when it ran out of funds to conduct elections. The board is scheduled to shut its doors entirely this Friday. A coalition of Republicans and farm region Democrats has blocked a $3.8 million emergency appropriation, pressing for changes to prevent what growers charge is a bias by the board in favor of Cesar Chavez' United Farm Workers Union.

BUT BROWN has resisted offers to appropriate money, for the ALRB in exchange for amendments sought by growers. Brown said the board should have more time to prove itself. And he said it would set a bad precedent for other state agencies to bargain its authority away in exchange for funds. But legislators who back the growers are insisting their only bargaining power is to block the funds. They sought eight changes in the ALRB law and regulations, including changes in the access rule.

Pushing to break that impasse, the Brown administration: -Announced the ALRB would consider amendments to the access rule at its regularly scheduled meeting Wednesday. -Placed its long-stalled appropriation bill on the calendar of the Assembly Ways and Means Committee for a do or-die vote today, but it was later withdrawn. -Began another round of urgent meetings with leaders of various factions in the Legislature. U.S. District Court Judge Philip Wilkins delayed from today until Wednesday the start of jury selection in the trial of the 27-year-old house painter who was a companion of Patricia Hearst. Wilkins said he wanted more time to study questions lawyers want him to ask prospective jurors. Both the prosecution and defense wanted Wilkins. to bar reporters and the public from jury selection sessions.

When the judge refused, the defense asked that he bar reporters from reporting questions asked of potential jurors or their names. "Let me give that some thought," Wilkins said. Asst. U. S.

Atty. Richard Nichols supported the defense effort to exclude press and public from jury questioning. Both sides agreed that what one juror says might prejudice those still to be questioned. Jury selection is expected to take about two weeks. Soliah is charged with taking part in an April 21, 1975, robbery of a bank suburban Carmichael, in which a woman bank customer was killed and 000 was stolen.
