The most significant change may have come during the election of officers to the USCF Policy Board, the seven-person committee that makes most of the decisions for the organization. Maxim Dlugy, a 24-year-old grandmaster from New Jersey, was elected president for a three-year term. Dlugy is only the second professional player to serve on the Policy Board.

In 1986, GM Lev Alburt of New York City was elected delegate-at-large. Several titled players have been rejected by the voters. Most recently, GM Yasser Seira-wan of Seattle lost the 1987 battle for the presidency by a wide margin. But Dlugy overwhelmed. scholastic organizer Harry Sabine of Tennessee, 238 to 93.

Dlugy ran a smooth campaign, promising reform and modernization of the USCF. He stressed his ties to world champion Gary Kasparov, his experience as an officer of the Grandmasters and his independence from longtime USCF politicians. Sabine, the incumbent vice president, painted a rosy picture of the USCF and pledged to keep up the good work. Obviously, more voters believed Dlugy. In the race for vice president, Frank Camaratta of Alabama defeated incumbent USCF Secretory Ed Butler of Jacksonville, 226 to 94.

Randy Hough of Al-hambra became secretary, defeating Robert Tanner of Utah, 217 to 1 10. The new. treasurer is Gary Sperling of New York City, a former USCF president who defeated Dan Burg of Michigan, 185 to 146. Another professional player, IM John Donaldson of Seattle, defeated Mike Nolan of Nebraska, 239 to 91, to become delegate-at-large. All will serve three-year terms.

Two other delegates-at-large, David Saponara of San Diego and Bill Goich-berg of New York, remain on the Policy Board, and Harold Winston will serve one more year as past president.
