Chess Federation, the national body that oversees chess tournaments in this country, held its annual meeting last weekend in Jacksonville, Florida, the site of the 1990 U.S. Championship and 1990 U.S. Open tournaments. The most significant change may have come during the election of officers to the USCF Policy Board, the seven-person committee that makes most of the decisions for the organization. Maxim Dlugy, a 24-year-old grandmaster from New Jersey, was elected president for a three-year term.

Dlugy is only the second professional player to serve on the Policy Board. In 1986, GM Lev Alburt of New York City was elected delegate-at-large. Several titled players have been rejected by the voters. Most recently, GM Yasser Seira-wan of Seattle lost the 1987 battle for the presidency by a wide margin. But Dlugy overwhelmed scholastic organizer Harry Sabine of Tennessee, 238 to 93.

Dlugy ran a smooth campaign, promising reform and modernization of the USCF. He stressed his ties to world champion Gary Kasparov, his experience as an officer of the Grandmasters and his independence from longtime USCF politicians. The presidents of the academic senates at Mesa, City and Miramar colleges are upset that the trustees did not consult the faculty before approving Gallego, now director of instructional and student services for the district and a 14-year veteran of various district posts. "We are concerned about the process," Myles Clower, past president of the City College faculty senate, said Friday. Gallego was appointed two weeks after Chancellor Bill Wenrich announced his resignation to take a similar post in Dallas.
