BUILDER Gearing- Up Prosperity By Mary Brown CITIZEN HOMES EDITOR Tucson is in a better position to forge ahead jn the building industry at the present time than Phoenix in the opinion of one of the city's long-time builders. Edward Chesin, who with 'his partner, Marvin H. Volk heads the Chesin Construction and the Tucson Land and Development has great faith in the future of his town and in the future of the entire home building industry. In their joint venture, Chesin handles the building end of the business and Volk the real estate. "Curtailment and tightening of money in the last few years has put Tucson in a position where all the inventory is up," says Chesin.

"Available homes have been purchased and we're now building homes on demand. It's become a seller's market rather than a buyer's market. P.H.A. and V.A. have cleaned up their backlog, apartment vacancies are filled up.

He's built houses from $7.000 to $100,000, both custom and tract homes. He's done many commercial buildings, drive- ins; nursing homes, restaurants, business buildings and the like. The firm has just completed an addition to the Pima County courthouse and to Tucson high school. In the hopper at the moment is an addition of fourth and fifth floors to the education building on the of A campus. He started the development of Terra del Sol off Wilmot and 22nd Street.

Of the 1,600 houses there, one-third to one- half were built by the firm. Chesin recalls his first endeavor in developing home sites was in La Madera off Tucson Boulevard and Fort Lowell Road; also Grant Road Park in the same area. He did all the work himself at first from drawing the plans to putting the houses together. "When we first started out everyone was building in block," he recalls. "I began building in brick.

Down payments in those days were $50 and we had to beg people to buy. In the early 50's, you put 12,000 square feet in a three- bedroom, one-bath house and you paid in the neighborhood of $8,000. Now you get 16,000 feet and two baths at a higher cost, of course." Valuations have increased over the years and will continue to do so, he points out. "A home is your best buy. Appliances depreciate.

A home goes only one way up in valuation. Every time a house is built on a piece of land that land is not replaceable so values are bound to increase." "Costs are now going up on labor, interest rates and material. We must impress the pubtic with the fact, today's a a i are tomorrow's great values." As far as. the future is concerned Chesin envisions the growth of Tucson stretching to the east and northeast. "Mark my words, we'll see the time when the town moves over Redding Pass.

Tucson has an orderly growth pattern and we're bound to progress and prosper." That his company is growing is proved.by the recent opening of Valley View East on Marc Drive and Golf Links Road. Homes there range rom $16,000 to $20,000. Soon to be started is Valley View North in the Casas Adobes section with homes from $20,000 to $25,000. Even though his eyes are on the future and expansion, he still looks back on the development of Terra del Sol which he cites as the first completely pre-planned and developed secton in the city.
