By JOHN PENNER HUNTINGTON BEACH-The City Council will consider a plan Monday that may help defray the cost of a $20-million bond for which the city is obligated to help pay for a sprawling seaside redevelopment resort project. City planners have proposed that the city hire a consultant to study how much bed-tax revenue can be raised at four hotels planned at the ongoing Waterfront project to help repay such a bond. She tried to emphasize fun in her tournaments, and her successors have carried on the tradition by arranging a variety of side tournaments.

Walter Browne's World Blitz Chess Assn. (WBCA) began the weekend with a 61-player speed tournament, which Browne won with 1 1-1. Edgar Carreno, George Mirahmadi and Charley Armen-darez tied for first in a very popular 59-player Beginners tournament. The tournament concluded Monday with two Action chess events, which drew a total of 64 players. Jim Thinnsen and Sid Rubin won with 5-0 scores.

LOCAL NEWS Robert Atwell scored 5tt-W to win the 41-player Lakewood Open, the latest tournament at the Lakewood Chess Club. Second with 5-1 was Ron Gross, who lost only to Atwell. Siamak Ansari and Larry Hed won class prizes. Lito Ines scored 5-1 to top the Reserve (under 1800) section. Barbara Koks was second at 4W-1 Vt.

Best under 1500 was Robert Adams, and Edgar Carreno took the unrated prize. The Lakewood Chess Club begins the Knightly Challenge on June 6. It's a six-round tournament on Wednesday evenings. Register between 6 and 6:30 p.m. at the club in Bolivar Park, Del Amo at Downey in Lakewood.
