A senior economic adviser to Premier nano, Ziyang, Sun helped formulate the theories that China's pragmatic leadership under Deng Xiaoping has since implemented. His progressive theories, once considered heresy in China; led to his imprisonment as a "capitalist roader" at the start of the Cultural Revolution in 1966. One of the first to be imprisoned, he also was one of the last to be released and did not appear in public again until 1977,: a year after Mao Tsetung's death. Leon Podolsky, 72, an engineering consultant and inventor, died Saturday at Massachusetts General Hospital in Boston.

Formerly of Philadelphia, he lived at North Bay Village, and Pittsfield, Mass. A graduate of the Drexel Institute of Technology, he worked as an electrical engineer and operated a consulting firm in Philadelphia until the late 1960s. He held 134 patents, most in electronic and biomedical fields. He served as chief U.S. delegate to the International Electrotechnical He is survived Commission by for his 30 wife, years.

Elynore; son, Richard; three grandchildren; six great grandchildren; two sisters, and a brother. Robert Block Eichholz, 71, a Washington lawyer and former government official, died Sunday at Georgetown University Hospital. He had homes in Washington and in Santa Ynez, Calif. A native of Philadelphia, he was a graduate of Harvard University and its law school. During the Depression, he set up a law practice in Washington and from 1937 to 1942, he served as assistant counsel to the Treasury Department.

During World War II, he served in Navy intelligence. After the war, he worked in the State Department, with the Marshall Plan. During the late 1950s and early 1960s, he served as a consultant to the Agency for International Development. Frank Colman, 65, a first baseman with the Pittsburgh Pirates and an outfielder with the New York Yankees in the 1940s, died Saturday in London, Ontario. He had been nominated for membership in the Canadian Baseball Hall of Fame, and results of that voting are to be announced today.

Mr. Colman played for Pittsburgh from 1942 to 1946, when he was traded to the Yankees. He was regularly used as a pinch hitter and opened the 1947 season as their starting rightfielder. A recurring leg injury that required surgery during the season ended his major career. He coached with Toronto of the International League during the 1950s and operated a sporting store.

He later worked at the University of Western Ontario. Brig. Gen. Robert Hugh Williams, 75, who organized and commanded the first Marine Parachute Regiment, died Feb. 15 at Bryn Mawr, his home in Waukesha County, Wis.

Trained in jumps in early 1941, he organized and commanded first a company, then a battalion and then a regiment of Marine paratroopers. He was a veteran four Pacific campaigns Guadalcanal, Vella Lavella, Bougainville and Iwo Jima. He was executive officer of the 28th Marines of the 5th Marine Division when it took Mount Suribachi. During the Vietnam War, he served for a time with the Montagnards and other guerrilla groups. He retired in 1970 with a Navy Cross, Silver Star, and a Purple Heart.

A memorial service is to be held on March 11 in the War Memorial Chapel of the Washington National Cathedral. Murray Seasongood, 104, the leader of Cincinnati's reform movement, who credited with cleaning up the city's politics in the 1920s, died Monday night. A fiery lawyer, he allied himself with Robert A. and Charles P. Taft after World War I and launched a battle against "bossism" at a time when Cincinnati was considered the most corrupt and worst-governed city in the nation.

He helped write a city charter that established a city manager and a member, council with proportional representation. He was first that charter, serv. ing from 1926 to 1930. Later, he served as an adviser-consultant to Philadelphians drafting a home rule charter. Mr.

Seasongood went to his law office daily until he was 99 and his health began to fail. He was a professor emeritus of law at the University of Cincinnati. Robert Payne, 71, author of more than 100 books, died Friday after suffering a heart attack and a stroke while vacationing in Bermuda. He had entered King Edward VII Hospital on Feb. 6.

A novelist and a poet, he was best known for his biographies. Among his subjects were Charlie Chaplin, Greta Garbo, Hitler, Stalin, Lenin, Trotsky, Gandhi, Dostoyevsky, Chiang Kai-shek, Albert Schweitzer, Sun Yat-sen, Shakespeare and Alexander the Great. He spoke Russian, Latin, Greek, French and Italian and wrote an average of two books a year, writing from 2 to 8 a.m. daily on a portable typewriter. MULLANY at 9:30 A.M.

Based on school records' and her own recollections, Mrs. Fitzpatrick was born in Pontotoc, on Christmas Day 1864, when Abraham Lincoln was president. This is a 1981 picture. Obituaries Sir Adrian Boult, 93, eminent conductor By Daniel Webster Inquirer Music Critic Sir Adrian Boult, champion of 20thcentury English composers and dean of British conductors, died yesterday at a nursing home in Tunbridge Wells, Kent, England. He was 93.

During a that spanned 65 years, he served as music director of three of London's premier orchestras, most recently the London Philharmonic. He was credited with leading the premieres of two major contemporary works Gustav Holst's "The Planets" and Ralph Vaughan Williams' "Pastorale Symphony" both with the London Symphony Orchestra. Sir Adrian, a tall and austere figure on the podium, was known for his interpretations of the music of Edward Elgar, Vaughan Williams and Holst and for his promotion of English music, particularly in the years before World War II. His forum then was the British Broadcasting Corp. Orchestra, which was formed in 1930.

He was its first conductor and immediately exploited the radio network as a regular means of furthering British music. He was born in Chester and was educated at Oxford University, where he received a doctorate before going to Leipzig, Germany, in 1912 to study with conductor Artur Nikizsch. Upon returning to England, he led concerts in Liverpool and took a post with the Royal Opera House Covent Garden. He established himself firmly in a series of London concerts in 1918 with the Royal Philharmonic Society. Sir Adrian was a teacher throughout his life, offering a formal conducting course at the Royal College of Music beginning in 1919 and continuing throughout his long career.

He published a handbook in 1919 on conducting technique and revised it in 1968. He worked with young conductors at the Boston Symphony Orchestra's Berkshire Music Center in the 1970s, providing an air of wit and urbanity to the informal but hightension conducting program there. His career in England grew through the 1920s as he became. conductor of the Royal College of Music orchestra the British Symphony Orchestra and led a season with Diaghilev's Ballets Russes in London. He Earl of Arran, 72, columnist Associated Press HEMEL HEMPSTEAD, England The Earl of Arran, an eccentric peer who was newspaper columnist, broadcaster and expert on badgers, died yesterday at his home in this Hertfordshire borough, his family announced.

He was 72. Lord Arran introduced the pioneering 1966 Sexual 1 Offenses Bill, later passed by Parliament, which legalized homosexuality in private between consenting male adults. He also got through Parliament an act controlling the killing of badgers. Lord Arran, known to his colleagues as "Boofy," contributed to the Daily Mail, the London Evening News and Observer newspapers and the weekly magazine Punch. Earlier in his career, he was a Foreign Office diplomat.

He played music by Elgar, Villiers Stanford and Stanford Parry in Germany and Spain. In 1924, he was appointed the head of the City of Birmingham Symphony Orchestra, leaving in 1930 was named to lead the BBC Orchestra.

In 1935, he conducted English music at the Salzburg Festival, and the same year he made his American debut with the Boston Symphony. Although he worked on behalf of English music through his whole career, his recordings covered a range of music from Mozart and Haydn through 19th-century composers to the latest European composers. After being knighted in 1937, he led music for the coronation of King George VI. To find more time to conduct, he resigned as music director of the BBC in 1942 but continued as chief conductor. In 1950, he left BBC to become music director of the London Philharmonic.

The change gave him new life internationally, and it was in the and 1960s that he became a regular conductor with the New York Philharmonic and the Boston Symphony Orchestra.
