FLORIDA TODAY, United Way board to discuss YMCA Juvenile services plan needs more work Indian River commissioners how taxpayers' money should be spent. "Bridges and roads win. Women and children don't" when public governments set their budgets, member Jill Hardin said. Both Eggert and Scurlock said they want to wait a year to see whether any help comes from the commission's proposed budget, which includes money for such things as public mental health and health care and on a volunteer youth guidance program and county recreation programs. The commission "has taken a tremendous step forward in helping children this year," Eggert said.

The task force recently disbanded, but its leaders are forming a steering committee that will report to county commissioners in October, Hardin said. Pinellas County has a taxing district for juvenile services, and Palm Beach County recently decided to create one. resentatives of the school district, Indian River County Sheriffs Office, United Way, Indian River Memorial Hospital, the County Commission and the County Court. The task force presented the report Tuesday to commissioners, who asked for the information last year when the idea of a tax district was first mentioned. Commissioners will decide whether to put the tax district proposal before voters.

"I'd like to see more than I see in this Commissioner Carolyn Eggert said. Commissioners also want a detailed budget of how much it would cost to expand services, said Commissioner Dick Bird, who served on the study group. Commissioner Don Scurlock opposed formation of an independent taxing district that would not be under control of the County Commission. Commissioners, he said, are in a position to judge COAST If the board decides to discontinue its support, the organization would be doomed, said Theresa Kramer, vice chairwoman of a committee formed to try and save the ailing organization. Nelson said he could not speculate on the outcome of the meeting.

Kramer said the organization is facing several problems. In addition to the YMCA's lack of funds, the group has no established leadership, or a membership to lead. ROGER KRUSE Roger Martin Kruse, 64, a retired optical technician, died Monday, July 20, at University Park Convalescent Center in Tampa. Mr. Kruse, of 1554 Hillcrest Drive, Melbourne, was a Brevard County resident for 30 years. He was employed by the civil service department at Patrick Air Force Base. He was a member of St.

Paul's United Methodist Church in Melbourne. Mr. Kruse also served in the U.S. Army Air Corps during World War II and was a life member of J.L Golightly Chapter 32 of the Disabled American Veterans in Melbourne. Survivors include his wife, Wau-neta Kruse of Melbourne; sons, Craig Kruse of Orlando, and Rodney Kruse, Leslie Kruse and Jeffrey Kruse, all of Melbourne; brothers, Raymond Kruse of Fort Myers and Russell Kruse of Van Wert, Ohio; sisters, Helen Collins of Marshing, Idaho, Bertha Rambo of Pine Island, and Betty Jo Hooks of Miami Beach; and five grandchildren.

Calling hours are scheduled for 5 to 8:30 p.m. today at Davis Funeral Home in Melbourne. Services will be held at 11 a.m. Thursday at the funeral home, followed by burial at Florida Memorial Gardens, north of Melbourne. Donations may be made to the Harbor City Volunteer Ambulance Squad, 1131 S.

The board will discuss the YMCA and whether to continue providing funds to keep the ailing organization alive, said Executive Director John Nelson. Dale, 93, a homemaker, died Monday, July 20, at Cape Canaveral Hospital in Cocoa Beach. Mrs. Dale, of 971 Bali Road, Cocoa Beach, was a winter resident of Brevard County for 10 years. She was born in St. Louis.

Survivors include her son, John Dale of Cocoa Beach; daughter, Dorothy Carey of Cocoa Beach; five grandchildren; and four greatgrandchildren. No calling hours are scheduled. Services will be held Friday in Webster Groves, Mo. Beckman-Wil-liamson Funeral Home in Cocoa Beach is in charge of arrangements. ROBERT FLETCHER Robert Fletcher, 34, a salesman for the former Fletcher Electronics in Cocoa Beach, died Tuesday, July 21, at Cape Canaveral Hospital in Cocoa Beach.

Mr. Fletcher, of 380 N. Brevard Ave. No. 3A, Cocoa Beach, was a Brevard County resident for 29 years.

"His big hobby was amateur radio," said his mother, Zorka Fletcher of Cocoa Beach. Other survivors include his sister, Carol Mary Kane of Cocoa Beach; and maternal grandfather, Joseph Mrkonjich of Hibbing, Minn. No calling hours are scheduled. Graveside services will be held at 10 a.m. Thursday at Florida Memorial Gardens, north of Melbourne.

Beckman-Williamson Funeral Home in Cocoa Beach is in charge of arrangements. JEWELL HEARN Jewell R. Hearn, 59, died Tuesday, July 21, at Wuesthoff Hospital in Rockledge. Mrs. Hearn, of 1922 Exeter Drive, Cocoa, was a Brevard County resident for 24 years.

"She was a big sports fan of her children and grandchildren," said her son, Randy Hearn of Cocoa. "She went to all the kids' games." Other survivors include her son, Phillip Hearn of Cocoa; daughter, Jo Ramey of Cocoa; sisters, Pat Caudel of Kentucky and Betty Berdahl of Kansas; and five grandchildren. He graduated from Florida Institute of Technology in Melbourne in 1984 with a master's degree in environmental science. He was an associate member of Sigma Xi, the Scientific Research Society, and was a former vice president and secretary of Xi Delta Chapter of Chi Phi, a national fraternity.

He also was a former member and director of the Melbourne Beach Volunteer Fire Department. Survivors include his wife, Grace Van Vonderen of Palm Bay; daughter, Kristen Van Vonderen of Palm Bay; parents. A local Children's Services Council Task Force recently concluded that an independent coun-tywide tax district is needed to provide low-cost day care and offer counseling tor teen pregnancy, mental health and student welfare, spokeswoman Madeleine LaPlantesaid. The district could raise $1.8 million a year with a half-mill tax allowed understate law. A mill equals $1 for every $1,000 of taxable property value, which means the owner of an $85,000 home who takes the standard $25,000 homestead exemption would pay $30 a year under the tax district.
