Elections Draw Outside Attention Page 2 Garden City Telegram Monday, April 22, 1968 By EDMOND LEBRETON Associated Press Writer WASHINGTON (AP) Foreigners appear more interested in Ihis year's U.S. presidential election than in any in many years. Their interest is registered on a reliable barometer: the increasing number of applications from foreign newspapers, other publications and radio and television stations for credentials to cover the Republican and Democratic conventions in August. Worldwide concern over the Vietnam war undoubtedly explains much of (he eagerness to know not only who the contenders for the presidency will be, but where they stand on U.S. policy in Southeast Asia and the platforms will have to say on the subject.

In several other respects, however, U.S. foreign policy, which continued with little basic change through all the c.nrly cold war years even though the national a i i ration switched from Democratic to Republican and back again, now lias moved into period of reappraisal and decision. America's traditional trading partners and diplomatic associates in Europe, and the developing coun- tries as well, have great stakes in any departures from past ways that may develop. If there is to disengagement from Vietnam, they may well be asking themselves: Does this mean the United States will devote less energy and resources to world problems? Does it mean more U.S. attention will be directed to the internal needs dramatized most recently by the violence In urban slums after Dr.

Martin Luther King's assassination? 1'ast and present recipients of foreign aid obviously wonder whether that program, already substantially tapered off, is to dwindle away. Europeans watch the United States struggle to bring its budget deficits under control and its international payments more nearly in balance and wonder whether more overseas-based American troops will be brought home. Foreign bankers watch the dollar and try to calculate what effect U.S. fiscal policies will have on the international monetary system. Exporters note with uneasiness the upsurge of protectionist feeling in some congressmen's demands for quotas on imported sweeping new international trade arrangements are going into effect.

For the ordinary readers, viewers and listeners abroad, like those in this country, this year's campaigns simply make a more suspenseful story than I the events of four years ago i when both nominations were locked up well in advance of the conventions. President Johnson's withdrawal announcement contribut- ed high the Kennedy time borne by Sen. Robert F. Kennedy, D- N.Y.,—is again before a world that has never stopped talking about John F. Film Star Is Hard-Headed About His Investments PONYTAIL "Let's see, a look of horror, a quiver of rage, and a terrible frown it's the phone bill!" By BOB THOMAS AP Movit.T«Uvlsion Writer HOLLYWOOD (AP) James Garner looks at it this way: "Nobody lasts in this business, unless maybe they're Gary Grant, Jimmy Stewart, Henry Fonda or John Wayne. I'm not in their class, so I figure I'd better make sure that my future is secure. And I mean really secure. There's no such thing as being 'a little bit any more than there's such a thing as being "a little bit pregnant." Kansas Farm Couple Drowns CHEROKEE VILLAGE, Ark. Mr.

The latest manifestation of his planning is the first full- production for his Cherokee Film "Support Your Local which he is making for United Artists. "Most of the pictures I've made in the past few years have been co-productions with other companies," he time I am executive producer, I don't expect to take any screen credit. I don't really want to be a producer.

So why do I do it? So I can hire the people I want and let them do the job." In his co-productions he was unable to make command decisions, and many of the films produced no profits for Cherokee, although his company earned a hefty sum for his services. The major profitable exception was "Grand Prix," a big winner. As might be expected of a boy who grew up in depression Oklahoma, Garner has long been concerned about a secure future. "From the time I got married 12 years ago, I've had a business manager," said the actor. "He's the same one I have today-Irving Leonard.

Even when I was making $200 a week at Warner Brothers, he put me on an allowance. My wife got pretty mad about it, too. She wanted to buy a vacuum cleaner, and he said we couldn't afford it. Finally he bought one himself and gave it to her." Garner's earnings rose precipitously with his advance to stardom as television's "Maverick" and then as a lead performer in feature films. But he never lost sight of his original purpose; A secure future.

He continued to pour a large portion of his earnings into in- vestments, the most interesting of which was the Silver Lake National Bank. Garner may well have been the only actor to be president of a bank. "It was a good investment and a going concern, with a branch in the San Fernando Valley," he reported. "But it got to be too much work. I had to attend meetings every week, and it became complicated when I had to be out of the country for pictures.

So we sold out last a nice profit, I might add. The actor still is limited to an allowance, though it is now sufficient to allow him to buy a couple of racing cars, as he did recently. "I'm still as cautious about money as I was when I started out," he remarked. "I always figure that my last picture may well be my last." HEALTH by M. A.
