Hough nnd ltcmly flub. At a meeting of the "Rough and Ready Club," held ut the Court House, on Saturday Evening May 6th, the following preamble and resolutions were, on motion of Mr. Caflee utiuni mouwly adopted: The approaching Presidential contest is one of more than ordinary magnitude and brings with it responsibilities of the moat solemn kind. Tho most extraordinary events have transpired in Europe and in our own country, which appeal most powerfully to the reflection and patriotism of every American citizen. In a crisis of so much solicitude involving questions of Pr.ACE and War of moral and social ties- the perpetuity of our free institutions and the continuance of pur beloved Union; in such a crisis, it becomes the imperitive duty ofevory good citizen to select, from the many great and patriotic men of our country, a leader, whose character is marked by firmness of purpose, a calm and reflecting mind, a highly elevated patriotism which will place him fur above all the little paltry considerations of party, and plant him firmly and immutably upon the Constitution, as the only platform from which he can survey, direct and guide all the great interests of our common country.

Reiolved, That in General Zachary Taylor we have found such a man, and we therefore proclaim him as our choice, and hereby recommend him to the respectful consideration of the Delegate appointed to represent the Otli Congressional District in the Whig National Convention to assemble in June next, in Independence Hall; and request that his name be presented to the consideration of that convention. Resolved, That a copy of the above be signed by the President and Secretary and be transmitted to Col. Cochran the Delegate and that the Whig Editors of this Congressional District be requested to publish the same. G. W.

2. That the owner of uny lot or lots, the ornamenting, paving, grading or improving the side-walk or street udjoiniug to, or in front of which, is completed, lo the acceptance of the town council, shall bs allowed the value thereol, in set-oil' to the uuiiuul lubor, provided for in this ordinance; the value of which suid improvements shall bo estimated and fixed by a person appointed bv the council for that purpose, who shall give a certificate of the amount to the person entitled to the same. And this soctiou shall extend to ull cases, coming within its provisions, which shall hereafter ocvur. Sue. 3.

That for the purpose aforesaid the towu shall le divided into lour districts as follows, to wit: All that part of said town North of Main and Vest of Broad Street shall be District Number One (1.) all that part ofsnid town North of Main und Eustof Broad street shall be District Number Two (2) all that part of said town South of Main and East ot Broad street shall be District ISumber Three (3) and ull that part of said towu South of Main and West of Broad street shall be District Number Four (4) Skc. 4. Euch inhabitant shall perform said labor in the district within which he may resale, ond shall not be required to perioral the same elsewhere. Skc. S.

Said lubor shall be under the general direction and disposal of the street committee, who may call the same out at such timc.in such amount, and so apply thesiiine, as, in thoir discretion. will best promote the public interest and convenience Sue. ti. All said labor shall be under the particular supervision of the Marshal of said town; whose duty it shall be to call tho same out, aud apply it, in such maimer, and ut such places, as the said street committee may direct; und to observe and perform ull the orders und directions of said committee, In respect to said labor. 7. If any inhabitant of said town, liable to labor as aforesaid, liuving had at least three days notice of the time aud place at which said lubor is to be performed, shall refuse or neglect to at tend, in pursuance of said notice, or shall be un- faillilul to the duties ussigueo. All moneys, thus collected, and paid into the treasury, shall be appropriated by the Council to tho improvement of the streets nod alleys ot said town, in the district tn which the de linquent resided ut the time of the forfeiture, und tor uo other purpose. Sec. 10. All ordinances und purls of ordinal ces, inconsistent with the provisions of this urdi- uuuee are hereby repealed. Skc.
