It it possible for an amateur radio broadcast to interfere with a TV set? At night, I often see: moving black shadows on the screen, and there's even a faint voice in the background that's not part of the show. Many types of radio transmission' can interfere with your TV pictur. Perhaps there's an amateur radio, operator in your neighborhood. A very good explanation of TV interference is contained in a issued by the Federal -Communications Commission, How to Identify and Resolve Radio-TV Interference Problems. The first two in a projected -series of animated videos that tell classic" tales. The first two installments are Pu" in Boots and The Steadfast Tin Compiled by Christopher Cornell By Andy Wickstrom Sptcial to The Inquirer The popularity of 8mm video among camcorder enthusiasts tends to overshadow the fact that, like VHS, it's a configuration that can be used to enjoy motion pictures on tape. Unbeknownst to the casual video customer, almost all the major studios have issued at least a few of their hits on the tiny 8mm cassette as well as on standard VHS. Among the recent offerings are Hamlet, Reversal of Fortune, Cinema Paradiso, GoodFellas and all three Indiana Jones adventures. Surprisingly, more than 1,800 movies have been released on 8mm tape, and more are being released every month.

But in this VHS world, where a vast library of selections is available for quick and easy rental, 8mm movies have not made much of an impression. There's no rental demand to speak of, and the movies usually cost $30. What's more, they can be difficult to find. Most video stores cannot be bothered with stocking a second format (remember so it's fallen to electronic and appliance stores to sell the movies along with the camcorders. But big change is afoot.

Starting this month, a mail-order video club is being inaugurated just for 8mm owners, offering the kind of discounts and specials that tape, record and CD buyers enjoy. In fact, it's a creation of Columbia House, one of the giants in the field of "negative option" mail order. A negative option means that the selection of the month will be mailed NEW ON VIDEO An artful Challenging films top this week's list of new videos: a painfully accurate portrait of artist Vincent van Gogh, a powerful tale of one man standing against overwhelming odds and a quirky story of suddenly poor yuppies. VINCENT THEO (1990) (Hemdale) $92.95. 140 minutes.

Tim Roth, Paul Rhys. Just as a van Gogh landscape almost physically pulls the viewer into the artist's vision, Robert Altman plunges us into the tortured spirit that produced the immortal paintings. Shunning the pat portrait of the artist and the conventions of screen biography, Altman reveals van Gogh through his symbiotic relationship with his brother, Theo, and his tumultuous dealings with the painter Paul Gauguin. PG-13 (adult themes). THE FIELD (1990) (LIVE) $89.95.

113 minutes. Richard Harris, Tom Ber-enger, John Hurt, Brenda Fricker. A commanding performance from Harris as an aging Irish farmer trying to save a plot of land from developers more than atones for the melodramatic climax and the overstated attempt to turn the contested field into a metaphor for Ireland's tragedy, PG-13 (violence, adult themes). THE OBJECT OF BEAUTY (1991) (LIVE) $89.95. 105 minutes.

John Malko-vich, Andie McDowell, Peter Reigert, Lolita Davidovich, This wry romance of money stars Malkovich and MacDowell as a '90s version of Nick and Nora Charles. Michael Lindsay-Hogg's comedy about newly poor rich brats stranded in London boasts the moral scope of a 19th-century novel. It contrasts a couple for whom 100 pounds is pin money with a Cockney chambermaid and her street-punk brother for whom 100 pounds is a fortune beyond all dreams of avarice. While not likable, Malkovich and MacDowell are lovable in that infectious way that egotists seduce you with the surplus of their own self-love. PG-13 (discreet nudity, violence, sex-ed lecture).

Recent movies CROOKED HEARTS (1991) (MGMUA) $89.98. 113 minutes. Peter Coyote, Peter Berg, Jennifer Jason Leigh, Vincent D'Ono-frio. Drama: A close-knit family struggles as they start to grow apart. R.

KICKBOXER 2 (1991) (HBO) $92.99. 90 minutes. Sasha Mitchell, Peter Boyle, Michel Qissi. Mitchell plays the brother of the slain hero of the 1990 film, who is goaded into the ring by his brother's killer. LOUIS L'AMOUR'S CONAGHER (1991) (Turner) $89.98.

94 minutes. Sam Elliott, Katharine Ross, Barry Corbin, Ken Curtis. Western: Elliott could have phoned this one in about a cowpoke who's after the cattle rustlers who tried to kill him. NIGHTMARE ON THE 13TH FLOOR (1990) (Paramount) 85 minutes. Michele Greene, John Karlen, James Brolin, Louise Fletcher.

Supernatural thriller: A woman witnesses a murder on the unmarked 13th floor of an aging Victorian Hotel. PG-13. NIGHT OF THE WARRIOR (1990) (Vid-mark Entertainment) $89.95. 96 minutes. Lorenzo Lamas, Arlene Dahl (Lamas' mother), Anthony Geary.

A kickboxing champion must defeat a Korean champ or gangsters will kill his girlfriend. R. PASSION FLOWER (1986) (Vidrnark) $89.95. 95 minutes. Bruce Boxleitner, Barbara Hershey.

Keith Carradine, Kim Greist, Harry Dean Stanton, John Saxon. Action: Carradine is an ex-cop who concocts an outrageous plan to exact revenge on the mobster who murdered his parents.

PUPPET MASTER III: TOULON'S REVENGE (1991) (Paramount) 86 minutes. Guy Rolfe, Ian Abercrombie, Sarah Douglas, Walter Gotell. Horror: "Prequel" to the first two films, in which we see how the murderous gang of puppets were first created as revenge against the Nazis. SCISSORS (1991) (Paramount) 105 minutes. Sharon Stone, Steve Railsback, Michelle Phillips, Ronny Cox.

Suspense: A woman is driven to the edge of madness by her attacker's promise to return. R. TALENT FOR THE GAME (1991) (Paramount) 91 minutes. Edward James Olmos, Lorraine Bracco, Jamey Sheridan, Jeff Cor-bett. Drama in the Field of Dreams vein: A baseball scout is given an ultimatum to find On video and billed to the customer automatically unless a response card is sent back declining the choice.

Typically, members are attracted by a deeply discounted introductory offer and also agree to a minimum purchase. In the case of the Columbia House 8mm Video Club, you are invited to buy three movies for $1 each upon signing up. To complete your obligation, you have to buy two movies within a year at the full club price. Ads for the club appear in the November issues of entertainment magazines such as Video and Premiere. What's remarkable about the club's debut isn't the convenience of movies by mail (Columbia's VHJclub has been around for years).

It's that a minority format, used by perhaps eight million households, has now grown large enough to attract one of the biggest mail-order marketers. It also says something about the consumer's increasing inclination to own movies as well as rent them. It should be noted, however, that Columbia House has a vested interest in encouraging 8mm sales. The company is owned in part by Sony which acquired it when it bought CBS Records a few years ago. Sony is the biggest name in 8mm equipment, making not only camcorders but a few 8mm VCRs and the pricey, handheld TVVCR combination unit known as the Video Walkman, which displays TV shows or 8mm tapes on a four-inch screen.

It's hardly a coincidence, then, that portrait of Tim Roth as the legendary a promising player or lose his job. PG. TWISTED (1986) (Hemdale) $79.95. 87 minutes. Christian Slater, Dina Merrill, Lois Smith.

Thriller: Early role for Slater as an alienated teen who drives all those around him to madness. R. WAIT UNTIL SPRING, BANDINI (1990) (Warner) $89.99. 104 minutes. Joe Mante-gna, Faye Dunaway, Burt Young, Michael Bacall.

Comedydrama: Italian immigrant Mantegna struggles to make a new life for himself in 1920s Colorado. Co-produced by Francis Ford Coppola. PG. THE WICKED (1989) (Hemdale) $79.95. 88 minutes.

Brett Climo, Richard Morgan, Angela Kennedy. Comedy: A trio of misfits stumble into a town run by zany vampires. Vintage films THE BIG STEAL (1949) (Turner) $19.98. 71 minutes. Robert Mitchum, Jane Greer, William Bendix, Patric Knowles.

Music and dance GERARDO BEHIND THE SCENES WITH THE LATIN KING (1991) (Atlantic) $16.98. 30 minutes.
