TV tonight ByGAILSHISTER TVradio 5 talk 1 By David Bianculli It's been such a bad season for dramas series and telemovies or mini-series that tonight's Mystery! feature, the first two hours of the four-hour Prime Suspect, comes as an especially welcome relief. It would be the night's best bet, and a highly recommended program, in any event but since last year's volatile Clarence Thomas-Anita Hill showdown on claims of sexual harassment in the workplace, Prime Suspect becomes prime viewing indeed. Helen Mirren stars as a female detective who rises to a position of authority an eventuality less than embraced by most of her male TTr rrm- riM Piano Lesson. Ella Joyce (Roc's wife, Eleanor Emerson) performed in Wilson's Two Trains Running.

And Morgan most recently starred in What the Wine Sellers Buy. Morniig Muppets. Talk about a puppet regime. The Muppets will join ABC's top-rated Good Morning America for an unspecified number of weekly bits, says exec producer Jack Reilly. They debut in mid-February.

(Can you say "sweeps" month, boys and girls?) All the classic Muppet characters, including Kermit and Miss Piggy, will pop up in taped pieces offering their own spins on topical events. The Muppets' most recent regularly scheduled network show was NBC's The Jim Henson Hour in 1989. The Muppet Show ran in syndication from 1976 through '81. Short stuff. Evening Magazine alum Nancy Glass is the target of a Candid Camera stunt that will air at 10 a.m.

Feb. 18 on Although Channel 12 is thrilled to lease studio space for Bill Cosby's new You Bet Your Life, it would have been a different story a decade ago. "Ten years ago, it might have raised some eyebrows," says Rick Breitenfeld, president of the public station. "The image PBS built in the past was as 'narrowcasters' to the elite. Renting space for a commercial game show would have been perceived as unseemly." Those days are long gone, of course.

With corporate angels disappearing and individual donations harder to come by, PBS stations all over the country are looking for new revenue sources. WHYY-TV has found one in leasing its production facilities. Jane Wallace's short-lived Channel 3 talkie was produced there for 13 weeks, until last month. Between 1986 and '89, cable's Nickelodeon shot more than 500 episodes of five kiddie game shows there, including Double Dare and Super Sloppy Double Dare. her alma mater, Channel 3.

NBC's Unsolved Mysteries will celebrate its 100th episode with a two-hour special on Feb. 19. Robert Stack hosts. Feisty talker John McLaughlin will become a regular member of CNBC's The Real Story as of Feb. 24.

McLaughlin, who will continue hosting his own thrice-weekly gabfest on CNBC, will do a special nightly issues segment on Real Story, seen from 8 to 10 p.m. Mondays through Thursdays. British actress Deborah Moore, daughter of Roger "James Bond" Moore, has joined the cast of NBC's Days of Our Lives. In her daytime debut, she plays Danielle Stevens, a mysterious Is there any other kind? woman from John Black's (Drake Hogestyn) past. On tap at HBO: Barbarians at the Gate, starring James Garner in the story of the corporate takeover of Nabisco, and Running Mates, a political satire starring Diane Keaton in her first TV movie.

Both flicks debut later this year. Helen Mirren as the investigator in "Mystery," 9 p.m., Channel 12. mm Breitenfeld won't talk numbers, but sources say Channel 12 will receive an estimated $200,000 a year from its contract with Your Life producer Carsey-Werner. The deal is for one year, with four year-long options. Production is scheduled to begin in May for a September launch in syndication.

In addition, Carsey-Werner will chip in SO percent for capital improvements at WHYY upgrading the 650-seat Forum Theater and building some offices and production space for Cosby and his staff. Constuction is expected to begin "in a few weeks," Breitenfeld says. Breitenfeld would like to see 'HYY expand its leasing operation even more. "It means revenue," he says. "In an era that's very challenging to public broadcasting, we need all the revenue we can get." Live "Roc." In a first for a Fox series, the Feb.

9 episode of Roc will be performed live (Channel 29 at 8 p.m.). In the segment, a pregnant, homeless woman played by All My Children alum Debbi Morgan, wife of Roc star Charles Dutton, is befriended by the Emersons. Roc's brother, Joey (Rocky Carroll), discovers her living on the street in a cardboard box. Going live is nothing new to the Roc cast, many of whom have played on Broadway. Tony-nominated Dutton, Carroll and Carl Gordon, who plays patriarch Andrew Emerson, all starred in August Wilson's The 1 i 4 1 The Simpsons p.m., Ch.

29) In Living Color, mounting a live halftime show to be programmed directly opposite the CBS coverage of the Super Bowl, isn't the only Fox series looking to Super Bowl XXVI for inspiration. Tonight's episode of The Simpsons uses football in general, and Sunday's Super Bowl in particular, as a plot device to get dull Homer closer to gifted daughter Lisa whose gifts include a talent for handicapping football teams. Helen Mirren is one of my favorite actresses, and has been, ever since I saw her in Lindsay Anderson's 0 Lucky Man more than 20 years ago. Since then, she has given memorably different and daring performances in everything from A Midsummer Night's Dream on the PBS-BBC The Shakespeare Plays and Cause Celebre on Mystery to the recent, disturbing films The Cook, the Thief, His Wife and Her Lover and The Comfort of Strangers. As Jane Tennison in Prime Suspect, though, Mirren gets her most impressive, least audacious role in years and just as Diana Rigg provided last year's best performance in the Nysteryl showing of Mother Love, Mirren is a good bet to walk away with this season's highest praise (from me, anyway) for her work in a Mystery mini-series. Mirren is fighting sexual discrimination on the job, and trying to solve the problems in her own professional and personal relationships while helping solve a murder that soon leads to the hunt for a serial killer of young women. Writer Lynda La Plante provides a script that's as knowing about a woman's actual and perceived slights and victories as it is about the true ins and outs of police work.

Tonight's episode has a cliffhanger guaranteed to keep you tuned for next week, and everything about the drama the characters, situations, language and plot development is refreshingly adult. Among the supporting players, John Bowe (as the initial suspect, George Marlow) and Zoe Wanamaker (as his common-law wife) lead a thoroughly talented pack.
