Vourr says in his monthly report: "I wish ii were possible for me to report an improvement in the matter of attendance, but the continued' prevalence of such dis orders as mumps, Kr'P, whooping cough, has caused an absence record of 3,507 days. Such a numler of days of absence cannot, but seriously affect the progress of those pupils who are out of school and indirectly those who are present. I hare hoped the climatic conditions might liecome more favorable and the health of the community be correspondingly im-prored, "but the severe weather continues and the absence list is still very large. The absence has not been coniined to children, for during the month there were reported 77 half davs of absence of teachers. Of this numlo-r i-S occurred at the Grant school nnd 23 at the Longfellow school.

H. Truesdale, lirst vice president and general manager of the Chicago, Rock Island Pacific railroad, announced j-e6terday his decision to accept the presidency of the Delaware, Lackawanna Western Railroad company, to succeed President Samuel Sloan, who retires on account of advanced years and failing health. The nominating committee of the board of directors of the eastern company, consisting of G. F. Baker, H.

M. Twombly and William Rockefeller, selected Mr. Truesdale out of a number of prominent candidates for this position at a meeting held in Net York Feb. 3. The decision was telegraphed to him.

with a request that he would meet the committee in New York at once, and he did so. At this meeting the terms were agreed upon and Mr. Truesdale signified his acceptance. The directors will ratify the selection Feb. 23 and Mr.

Truesdale will enter on his new duties March 1. Mr. Truesdale, who is a Rock Islander, is 45 years old. Prior to 183 he was assistant traffic manager of the Chicago, St. Paul.

M. Grout, attorney of the St Louis. Peoria Northern railroad, which i3 about to build a line from the Illinois river to this locality, is in the three cities looking over the ground. Ihe company engineers have completed their estimates. For convenience the line is divided into sections, which are to be let par ately to the various contractors.

Washington. Feb. 15. The unanimous consent agreement reached by the sen ate Saturday to vote yesterday after noon on the resolution oi McEnery. declaring the policy of this government in the Philippines, was not vacated yesterday.

In accordance with that agreement the vote was taken on the resolution at 2:30 p. m. and it was adopted 26 to 22. It was noticeable that several Democrats who were present and not paired refrained from An amendment offered by Bacon several days ago was defeated. The vote on the amendment was a tie 29 to 29 and Vice President Hobart cast the deciding vote against the proposition.

The McEnery resolution repudiates the present purpose to annex the Philippines and declares our intention of preparing the Filipinos for local self-government, "and in due time to make such disposition of said islands as will best promote the interests of the citizens of the TTnited States and the inhabitants of said islands." The Bacon amendment is a much stronger repudiation of a purpose to annex the islands. Hoar opposed the McEnery resolution because, he maintained, it gave no hope of freedom or liberty or self-government to the inhabitants of the Philippines.

Hoar adverted to the refer ences in speeches to Agutnaldo as an "unprincipled adventurer" and then entered upon a defense of the Filipino leader. He spoke of Aguinaldo's appeal to the people of the I'nited States as so remarkable as capable of being drafted by "not ten men on this planet." Hoar said he was perfectly satisfied with his course in the whole question of the Philipines, believing conscientiously that he was ric'it. "I am satis-riec taid he. "to stanu'wlth the lathers wlio founded our liberty and framed our constitution. Hale said had not much hope that the senate wocld take any course that would stop the desolating programme now being carried out in the Philip pines.

Mason delivered a speech in which attackPd the poiicy pursued in the Philippines. He said, hmvevfr, that he was an optimist and believed the people of the I'nited States would declare for human liberty as well In the Philippines as in this country. Stewart orposed the McEnery resolution, on different grounds. He expressed the opinion that whatever the I'nited States might do it would not follow the policy indicated by the resolution. This country was under no obligation to go to the expense of establishing a government for the islands; the United States were not In the business of capturing countries, educating their people and then seeing them.
