Voted by House WASHINGTON, July 18 (UP) The House shouted approval to day of a bill to build a "practical' atomic-powered merchant ship as a substitute for President Eisenhower's proposed "peace" ship. The measure now goes to the Senate where approval also was expected.

The bill would authorize the world's first surface vessel pro pelled by the atom. Congress would have to put up the actual cash in another bill. Mr. Eisenhower had proposed equipping a conventional merchant ship with an atomic reactor to ply the seas as a demonstration of the peaceful uses of atomic energy. He suggested a reactor like that used in the submarine Nautilus.

Both the House and Senate rejected this plan as a costly "show boat" which would do little to advance the day when the world's merchant fleets would be powered by the atom. The House-approved bill, drafted by the Merchant Marine Committee, differs from the President's proposal in that it would authorize construction of a vessel specially designed for a newly developed atomic reactor. Man on Sidewalk. Injured by Auto A pedestrian was injured and a radio arid chair were smashed about 8 o'clock last night when two automobiles mounted sidewalks at 12th and Carpenter sts. after colliding at the intersection.

The injured man, Angclo Novel-lo, 68, was a few steps from his house at 1134 Carpenter st. when he was hit by a car driven by Liv-1 ingston Bridges, 33, of Colorado st. near Federal. Novello suffered pos- sioie internal He was taken to Community Hospital. The radio and chair, owned by Rhodan Willis, of 1011 S.

12th were smashed by a car driven by John DeMeo, 16, of Mole st. near Ritner. With DeMeo was Ralph Disidori. 17, of 2319 S. Hicks st.

Willis jumed out of the way of DeMeo's car but was unable to move his furniture in time. Neither driver was injured. Phila. Man Gets Welfare Post Inquirer Harrisburg Bureau HARRISBURG, July 18. Secretary of Welfare Harry Shapiro today appointed Benjamin S.

Mrs. Finck, a native of Bloom-ington, 111., was the widow of Dr. dward Beecher Finck, a Philadel phia cancer specialist who died in 1934. They were third cousins and descendants of Henry Ward Beecher and Harriet Beecher Stowe. HONORED IX 1938 Named by clubwomen in 1933 as one of the Nation's 27 "most outstanding women." Mrs.

Finck was credited with initiating in this area such projects as outings for crippled children and orphans, the distribution of Christmas baskets to the needy and the sale of prisoner-made articles at Eastern Penitentiary. At one time a member of 57 local Women. the Catholic Women, the Catholic Working Girls' Home, the Charlotte Cush-man Club and the Quaker City Ladies Motor Club. She also served as an officer of a number of organizations, and was an honorary member of the Soroptimist Club here. WRITER, LECTURER A writer and lecturer in her earlier years, she took special interest in the rehabilitation of delinquent children.

She also had taught for some years at the Vare Recreation Center at 26th and Morris sts. Mrs. Finck is survived by a son, Anthony R. Finck, of this city, and five grandchildren. Solemn Requiem Mass will be sung at 10 A.
