tone NASA Concern Astronaut Cooper Adds Proof Space Men Really Quite Human CAPE CANAVERAL- (UPD -Le he was indeed a man, not a robot the chance--and he has the tec! Roy Gordon Cooper, like team mate Walter Schirra, IB candl proof that astronauts really are quite human. This apparent cauies concern to the federa space agency. The result is that you probabl will see and hear less of Coope than, any of his five space-goin U.S. predecessors. Gordon Cooper is expected make America's most ambitiou manned rocket flight Into space 22 or wore orbits around eartl in the first week of April Bii on the day he blasts off he ma still be what he is today-- th nation's least known astronau The National Aeronautics anc Space Administration (NASA) ha a curtain around Cooper, its lates and potentially most volatil "man of the hour." It's a matter of "image," i seems.

Popular Concept "Image," in this sense, refers to the popular concept of the U. S. astronaut-- that is, sort of a cross between a grandiose Eagle Scout and Jack Armstrong, with Frank MerrivveU and perhaps a dash of a Horatio Alger character throws in for good measure, a man who. endures all sorts of agonies smilingly and unquestioningly. Thus there was much horror and delight-depending on which- side of the fence you were sitting-when Wally Schirra stepped free of the "image" once and rapped the Mercury program's "show biz" atmosphere and some of its "boo-boos." He went on to make a perfect six-orbit flight.

Schirra knocked some of the comic-book glamour off the Mercury program and demonstrated uttering the old cliches of "A- O.K." and "everything is go" at every turn. Of Same Breed Gordon Cooper is of the same breed-- an individualist who tends to say what he thinks and no what someone thinks he shoulc think. If anything, he leans more in this direction than Schirra. For instance, Cooper doesn' share astronaut John Glenn's de- Jght in two-mile conditioning runs. One report held that the slender, 35-year-old Air Force captain "be- ieves astronauts should be pilo and not decathlon champions." And Cooper shares the views millions of other Americans about )hysical examinations, (lie rea ly thorough ones-- "extremely un- ileasant." This doesn't fit the NASA but it doesn't make Cooj er any less an astronaut.

On the contrary, his is perhaps the most ierce competitive spirit amon the astronauts. Unlike the others, lis drive for a flight into space rarders at times on seeming des- leration. Outwardly Mild Outwardly, Gordon Cooper is mild, almost shy. Inside NASA's ight ranks, he is a vehement, ociferous argument-maker and a lit of a kidder. In fact, had it come down to a popularity contest," Cooper ould never have been selected or the next spaceflight.

As it was, barely got the nod over fellow stronaut Alan B. Shepard ho made the nation's first man- ed sub-orbital flight May 5, 1961. The slender Oklahoman got a ajor push for the role from Wal- Schirra. Gordon Cooper has lent three years of waiting for Soviet Ships Heading For Cuba Under Close Watch WASHINGTON (UPD --Senate which doubles as an important nical ability and know-how back it up, But there were still a numbe within NASA that would have prc ferred to have seen Coope grounded for good. And NASA i self is determined to see that 1: doesn't get any opportunity to much talking beyond the "part line." Cooper still comes and goe here--but newsmen cannot off dally talk to him.

NASA says a of Cooper's talking will be don al the NASA headquarters i Houston--under supervision. foreign policy experts had top-base or political subversion in lewl assurances today that ead Soviet-bloc ship bound for Cuba is being subjected to the closes! possible surveillance. The word was given, according to informed sources, by Secretar of Stale Dean Rusk and John A McCone, director of the Centra Intelligence Agency. They testified Friday before the Senate Foreign Relations Committee's panel on Latin American affairs According to one informet source the two top-level admin istration spokesmen said "every conceivable means" of surveil lance is being employed to ac quaint U.S. authorities with the nature of cargoes arriving in Cuba, The comments on the extent ol U.S.

surveillance since the abandonment of the Cuban quarantine were made behind closed doors Alter the session there was agreement among participants on a point which may have been obscured by the withdrawal of offensive planes and missiles by the Russians: --The Russians have, in the last six months, moulded Iheir forces in Fidel Castro's island empire into a powerful military complex the hemisphere. In a related development, diplomatic sources reported that Rusk had advised Argentine Foreign Minister Carols M. Muniz that action to counter Communist subversion in Latin America may be recommended soon to the Organization ol American Slates (OAS). The administration has nearly finyied an appraisal of subversion throughout the hemisphere and of the support it gets from Cuba. The appraisal is part of a long-range policy plan to deal with Cuba.

Three hours after the foreign relations subcommittee concluded its briefing session Sea John C. Stennis, a guest at the proceedings, announced that hearings on the Cuban build-up will held as soon as possible b) the Senate preparedness subcommittee, which he heads.
