The education of all flic children in the common schools is of greater importance than the building of canals and railroads greater than anything else in the world, unless it be the training in the Sunday School and Church, and possibly greater even than that. Pennsyl- was not a "laggard" state in the establish ing of common schools for the free education ol all the children, rich or poor, white or black. Upon the proclamation of the Declaration of Independence in Pennsylvania framed a provisional constitution in which it was provided: "That a school, or schools shall be established in each county by the legislature for the convenient instruction of youth, with such salaries paid to the masters by the public, as may enable them to instruct youth at low prices; and all useful learning shall be duly encouraged and promoted in one or more In accordance with this constitutional enactment a law was passed April 7, appropriating the proceeds of (10,000 acres of land belonging to the state in aid of the public schools. The constitution framed in 1700, provided that "the legislature shall as soon as conveniently may be, provide by law for the establishment of schools throughout the state in such a manner that the poor may be taught gratis, and that the arts and sciences shall be pro- moted in one or more seminaries of This provision of the constitution of 1 700 was first putin force by a law passed in 1S0S): "Requiring the assessors of each township, ward and district to receive from the parents the names of all children between the ages of live and twelve years, who reside therein, and whose parents are unable to pay foi their schooling," and after the county commissioners had examined and approved the list of names, they were to direct the assessor to.inform the parents of the children that they were at liberty to send their children to the most convenient school, free of expense. This law gave great dissatisfaction. The poor felt humiliated and refused to make the specified application to the assessors. Efforts to change this "pauper system" were unsuccessful until ISKS4, when the law providing for the free education of all the children in the state without distinction of wealth or color, was enacted.

The men deserving the greatest credit for the enact uent of this law were Gov. George Wolf, Thaddeus Stevens and Dr. Samuel Breck. CASTI; A it. ESTELLA.

Lawrenson of Tivoli is visiting her daughter this week. MILDRED AND BERNICE. Edward Lines and family are visiting at Lines' this week. Miss Luella llampson of Vintonjdale. is visiting Mrs II at tie Wheatlev.

Hay Keller of Koine is spending some time with Charles Ilelsinan. The Randall and Seliaad Collicrv resumed operations Tuesday after being' shut down six months for repairs. Harry Keller of Benton is visit ing at Morcy's Hotel. George Seliaad of Parson is visiting his brothers here. Acting Sergernt Ol'tedahl and Troopers Tipton and Stiles, of the State Constabulary, who have been stationed here during the summer left for Wyoming on Thursday.

During their stay here these officers have made friends of every' one. They have conducted themselves in a gentlenninly and soldierly manner and take with them the good will of the entire community. Act ing Sergeant Ol'tedahl has show his worthiness to command and we predict a bright future for him if in the service. It is i only fair to the ball players of the Wyoming Valley to state that Tipton canuAip here with two home runs concealed about bis person. Pennsylvania, and it is hereby enacted and ordained the authority of tin same, that SPItINU WATKH t'nJl I'AN'V." a corporation, its successors and assigns, lie, ami the same are are. heieby granted the Iran chise. right and authority to supply water lor the use of the inhabitants ot said Borough. and for that purpose to lay, main tain and operate a complete system ot water mains, pipes, fixtures and all necessary ami convenient appliances, under, through, along and upon the streets, alleys, public highways and public lots, now or hereafter be laid out iu said Borough, upon the following terms and conditions: Section 1.

All lines of mains, pipes ami sewers shall be located by said Com upon such location as shall be mutually determined by said Companv and said Town Council, or committees ot each appointed tor that purpose and shall not be located or maintained in such manner as to interfere with the ordinary use ol the public highway. Section J. Said Company shall be subject to all ordinances now iu force, or that hereafter may be passed, regulating the use of the public hjghwavs in said Bori ough Section Said Company shall hold said Borough free and harmless from any and all damages caused by the construction. laying and excavating for said water system. Section 4.

In case said Company shall fail to commence the laying of mains pipes and other appliances for water sup" ply within one year from the date of the passage of this ordinance, all rights and franchises herein granted shall cease and determine. Section 5. The expense of publication of this ordi nance shall be paid by said Company. Section ti.
