Sabatini Inquirer Staff Writer Harry Sley, 79, founder and developer of the city's first and once the largest chain of parking lots and garages, died Sunday in Jefferson Hospital. Sley built his parking lot empire from a one-lot operation on Chancellor Street, which he started in 1923 with the aid of Albert M. Greenfield. A benefactor of many local charities. and hospitals, Mr. Sley built his Sley -System Garages Inc.

to a peak of -58 locations in 1958 and he had other interests, including the Viking Theater at 19th and Chestnut Streets, which he sold in 1967. In 1974, Mr. Sley sold his parking lot interests, and at his death he was primarily a financial investor. He was a graduate the University of Pennsylvania's Wharton School in 1920. He became interested in autos after graduating and planned to sell tires.

Greenfield convinced him that the real future was in real estate and so Mr. Sley began investing in property, using most of it for parking facilities. Through the years, he owned a number of large parcels of land, including a tract at Broad and Spruce Streets that he sold to the city Park- Deaths Elsewhere Ethel Carow Roosevelt Derby, 86, one of Theodore Roosevelt's six children, died Saturday night at her home in Oyster Bay, N. Derby had devoted much of her life to conservation causes. She was interested in natural history, historical conservation and poetry and served as a trustee of the American Museum of Natural History in New York for 13 years. She also led the successful fight to preserve and ing Authority in 1958 for $1 million for a parking garage. Among local charities that benefited from his gifts were the Moss Rehabilitation Hospital, the Uptown Home for the Aged, Jefferson Hospital and the Philadelphia Geriatric Center. Mr.

Sley and his brother, Isadore, who died in 1971, donated $200,000 for the building of a pavilion at the Moss open to the public her father's home at Sagamore Hill, where she was born. Albert Pick 82, founder of the Pick Hotels which owns a nationwide chain of more than 30 hotels, died Sunday of cardiac arrest in a Chicago hospital. Mr. Pick, who lived in suburban Highland Park, was the former president and honorary chairman of the board of the company. Aid to the needy or pork-barrel? By Ward Sinclair Washington Post Service WASHINGTON This is about a $14.7 million federal building that may or may not be needed, the congressman who rammed the project to approval and the senator who washed his hands of the whole transaction on principle.

The building will house federal court and office facilities in Springfield, a semi-depressed community of 165,000 that will take any help it can get. The congressman is Rep. Edward Boland a Springfield native who, during his 25 years here, has risen to what is known as power and influence. When Boland began cranking the levers, pushing the long-sought Springfield project toward fruition, he ran into a senator who was ready to let the whole thing die because of a principle. The senator is Quentin Burdick N.D.), a quiet-spoken farmer who, as chairman of a Senate subcommittee overseeing federal buildings, thought he had set up rules to slow down the rush on the Treasury for more federal buildings.

What happened? Well, the Springfield project is on target, largely as a result of Boland's legislative acrobatics, and Burdick has asked that someone else take over the Senate's direction of matters involving buildings and grounds. "I didn't leave in a huff," Burdick said recently. "It wasn't a matter of principle, but rather a matter practice. I don't know if that project is justified or not. But if every project came along that way, it would open the, gates.

There are not enough hours in the day." Boland, a man of might because of his number-four ranking on the House Appropriations Committee has rejected even the slightest hint that the new courthouse might be porkbarreling at its best. "If this were a good story, I'd be delighted to give it to Boland said. "It's local why is it of interest to people in Washington? There was nothing wrong with the procedure no arm-twisting on my part this is no pork-barrel." There may well have been nothing wrong with the procedure. Still, Boland and his knowledge of where the levers rest and how one pulls them to get results sent heads spinning on Capitol Hill. And just in case his original plan did not work, Boland had something else up his sleeve.

He got the Appropriations Committee to allocate $14.7 million for the project even before it was authorized again, not all that unusual, perhaps, but definitely a sign of clout. Ordinarily, when Uncle Sam wants to build new quarters for his minions, he turns the matter over to the General Services Administration (GSA), the federal housekeeper and builder. MAY, Glenside. Rehabilitation Center in 1966. It lataer was named the Benjamin and Mary Sley Pavilion, in honor of the Sleys' parents. He also donated the land for Jefferson's School of Nursing. Mr.

Sley was a board member of the University of Pennsylvania, the Moss Rehabilitation Hospital, the Uptown Home for the Aged and the Philadelphiai Geriatric Center. He was a member of many organizations, including the Poor Richard Club and the Jewish Federation. He was a 33d- degree Mason. He was honored on a number of occasions for his contributions to humanity. The Chapel the Four Chaplains awarded Mr.

Sley its 1969 Humanitarian Award, and he was named to the honorary team of the Maxwell Memorial Football Club. Mr. Sley was a trustee of the Pop Warner Little Scholars Inc. He received an honorary degree of doctor of letters from the Curtis Institute of Music. Surviving are his wife, the former Beatrice Hughes; a daughter, Betsy Ann Grossman; a son, Marine Capt.

Benjamin H. three grandchildren and two sisters. Services will be held at 11 a.m. Wednesday at Oliver Bair's, 1820 Chestnut St. Burial will be in Lakeside Cemetery, Miami, Fla.

Helen Norris Tuttle Helen Norris Tuttle, 71, a watercolor artist and teacher died Sunday in Bryn Mawr Hospital. She lived in Haverford. Miss Tuttle retired in 1971, after serving for seven years as head of the art department at the National Cathedral School in Washington. She taught art history and art appreciation Rosemont College from 1950 to 1964. and taught art in the Lansdale School District from 1940 to 1950.

She was a graduate of Bryn Mawr College and received her master's degree in art at the University of Pennsylvania. She also studied painting in several schools in New York City and at The l'Academie d'Andre Lhote in Paris. Miss Tuttle's works were displayed in group shows at the Pennsylvania Academy of the Fine Arts, the Art Alliance, the Art Club, Haverford College, Woodmere Gallery and the Washington Watercolor Society. Miss Tuttle was born in Croton-onHudson, N. Y.

Surviving are a sister, Elizabeth Wilbur, and a brother, W. Norris Tuttle. Services will be held at 2 p.m. Wednesday at the Church of the Redeemer, Brun Mawr. Burial will be in the churchyard.

Alphonsus J. Clark Alphonsus J. Clark, 75, a retired life insurance agent, died Sunday at his home in the Ferndale Manor Apartments, 9984 Ferndale Ave. Mr. Clark retired 10 years ago after working for 29 years as an agent for the National Life Accident Insurance Co.

Born in South Philadelphia, he lived most of his life in the city's southwest section. He was a former member of the Most Blessed Sacrament Church, 56th Street and Chester Avenue. Surviving are his wife, Mary; two sons, Joseph, a staff writer at the Daily News, and James; and 11 grandchildren. Christian Burial will be offered at 8 p.m. Tuesday at St.

Albert the Great Church, 212 Welsh Huntingdon Valley. John Giranda John Giranda, 70, the head of a sheet metal firm, died Sunday at his home on Ellsworth street in South Philadelphia. Mr. Giranda was the president of the Giranda-Kramer and formerly headed the Industrial Sheet Metal Co. for more than 30 years.

Surviving are his wife, the former Mary Carine; two sons, Nicholas and John; a daughter, Rose Ann, and a sister. A Mass of Christian Burial will be offered at 9:30 a.m. Wednesday at St. Mary Magdalen de Pazzi Church, Seventh and Montrose Streets. Interment will be in Holy Cross Cemetery, Yeadon.

Elizabeth F. Ogelsby Elizabeth Fuller Ogelsby, 63, died Thursday at her home in Bryn Mawr. Mrs. Ogelsby was a former president of the Women's Auxiliary of Inglis House, the Philadelphia Home for Incurables. She was also a former member of the home's board and was active in many other educational and charitable endeavors.

Mrs. Ogelsby, the widow of Charles Ogelsby, a Pennsylvania Railroad employe, was the daughter of the late Walter D. Fuller, former president and board chairman of the Curtis Publishing Co. Surviving are two daughters, Sara A. Parsons and Mary Ellen Archibold; two sons, Charles and Walter; 10 grandchildren; her stepmother, Mrs.

SCHMIDT Harry Sley Analysis Edward Boland a clout-wielder take the package to Congress for its benediction. But Congress knew there would be times when this procedure simply would not do. So in the Public Buildings Law of 1959 it inserted a provision saying that Congress could go around OMB and deal directly with the GSA. A resolution of approval of any federal building project by both the House and the Senate public works committees is all that is required for authorization. Invoking that procedure, on Sept.

22 the House Public Works Committee strongly encouraged by Boland asked GSA to prepare the required "prospectus" for a new federal building in Springfield. Six days later, in what may stand as a new speed record for the bureaucracy, GSA came up with a detailed and thorough prospectus for Springfield. No doubt about it, GSA reported, the three buildings that the government leases in Springfield to house federal functions are inadequate for today, tomorrow and forever. GSA, stressing the need to put all the federal activities in Springfield under one $14.7 million roof, said the only way do so was by new construction. The building would have a basement parking garage, room for expansion, a snack bar and not coincidentally new offices for Boland.

The House committee adopted Boland's resolution. From there it went to the Senate Environment and Public Works Committee and Burdick's subcommittee. Only a month earlier, Burdick had set up some new rules, precluding public hearings on noncontroversial projects or projects about which the subcommittee staff had no serious doubts. The committee held a hearing on Oct. 17 only Boland and GSA were witnesses and, that same day, approved the project.
