8-C Friday, June 23, 1978 Obituaries Philadelphia Inquirer Death Notices Death Notices Herman Eisenberg Herman Eisenberg, 85, a Philadel Luther W. You ngdahl, U.S. judge Animated Pmt WASHINGTON U.S. District Judge Luther W. Youngdahl, a former three-term Republican governor of Minnesota who gained national attention for his court rulings in the McCarthy era, died of cancer at his home here Wednesday.

He was 82. Judge Youngdahl achieved nationwide recognition in 1952 when he dismissed as unconstitutional key parts of the government's case against Owen J. Lattimore, a prime target of tike anti-Communist campaign of Republican Sen. Joseph R. McCarthy of Wisconsin.

The government had charged that Lattimore, a professor at Johns Hopkins University and an expert in Asian affairs, lied when he told a Senate committee that he had never been a Communist agent or sympathizer. McCarthy once testified that Lattimore was "the top Soviet espionage agent in the United States." Judge Youngdahl later denied a U. S. attorney's request that he with Winfield Schmidt, ARCO official draw from the case on the ground that he was prejudiced against the government. Then, in 1955, Judge Youngdahl threw out a new indictment brought against Lattimore, and the government dropped its case.

Judge Younghahl, who had been appointed to the federal bench in 1951 by President Harry Truman, said later that he was prouder of his rulings in the Lattimore case than of anything else he had ever done in the legal profession. Judge Youngdahl, who was senior district judge at the time of his death, was born In Minneapolis, the son of Swedish immigrants. He was successively a municipal judge in Minneapolis, judge of the Hennepin County Court and asosciate justice of the Minnesota Supreme Court. He was elected in 1947 to the first of three two-year terms as governor of Minnesota and established a reputation for busting criminal rackets and reforming mental institutions. Pipeline Co.

He was highly respected and a "100-percent friend to all his close acquaintances." Most important, he was an "excellent pipelin," a high compliment in the industry, George E.

"In 1973, I painted the third-floor corridor of the Pentagon, which at that time contained 500,000 square feet of paintable surface," Lowry told the Senate Governmental Affairs subcommittee on federal spending. "A year later, in 1974, the very same third-floor corridor was painted" by another company. "The procurement forms indicate that 70 percent of the same third-floor corridor was painted.

However, the forms reveal an astonishing fact: In 1974, 70 percent of this corridor contained 1,065,000 square feet." He said that in some cases he had known about, only one coat of paint man for Triangle declined to comment on the report. Triangle, publisher of TV Guide, Seventeen magazine and other periodicals, has been threatening since 1975 to close the plant at 440 N. Broad St. because of high operating costs. However, the company suggested that union leaders might save their members' jobs by making concessions, and the unions agreed to talk with World Color Press officials. v'ven in accordance commercial code the following residential delinquent accounts from Booker Vann Trucking i Storage Co will be so'd at Samuel Freeman ft, Co Auction House 1808-10 Chestnut Street June 27-29 inclusive. frnwdw Ml Allen Shook Me'vin Wilson Theresa Johnson Elkins Wetherill, president of the sion (DVRPC) yesterday.
