West Virginia town doesn't bother with voting TIMES REPORTER JUNE 8,1977 A'O DOVER NEW PHILADELPHIA. OHIO COALTON, W.Va. (AP) was supposed to be a primary election here Tuesday, but there wasn't. There weren't any candidates either, and there wasn't any money to buy ballots. Gus DeMotto, husband of Mayor Martha DeMotto, said his wife and town recorder Rosemary Pastine decided not to bother with Tuesday's primary because the filing deadline passed without anyone running for any of the town's offices.

Since election expenses arc paid out of candidates' filing fees, he said, there can't be an election unless someone files. But one of the five councilmen in the small community population 234 in mountainous Randolph County blamed the missing election on Mayor DeMotto. "The mayor is running Coalton like a dictatorship," said Mack George, who also serves as fire chief. "The council and the mayor should have set up something, but you can't set up something without a (council) meeting. "And there hasn't been a meeting for some time now.

I don't know how they are paying the bills without meetings." Council member Mary Jones said no meeting has been held sirlce last fall. DeMotto, himself a former mayor, agreed there had been no meetings, but not because no meetings had been called. He said the councilmen had failed to show up. DeMotto said his wife and the recorder had begun sending out registered letters calling for a council meeting so that new elections can be held. And he said his wife and the recorder had earlier been given permission by the council to sign checks to pay the town's bills.

West Virginia Secretary of Slate A. James Manchin's office said it hadn't been told of Coalton's particular type of election problem. "We've heard all kinds of things all over the state, but we haven't heard that one," said Carol Cnlvert, Mnnchin's executive secretary. Jaycees get derby report When the New Philadelphia Jaycees met Monday night, it was reported that the Tuscarawas County Soap Box Derby will have 72 participants. The anniversary observance is scheduled for July 30-31. Former students and instructors have been invited to a dinner July 30.

Awards will be given to the 10 oldest aircraft to fly into the airport July 31. Also discussed were the Ohio team bicycle race, junior golf, the Hagan-Wallace circus and the Bolivar raft race.
