The Equalizer Stir Crazy $100,000 Pyramid Hook or Tonight Company Burns Trash SCTV MacNadMrer Business Penn 01 War Wild World Survival Battle of the Bison Forest Teller of Animals Report Catching up on fall season My financial situation, after a 46-day strike at The Inquirer, reminds me of the famous last will of the great French writer Francois Rabelais: "I owe much; I have nothing; I give the rest to the poor." But at least now I'm working again, which is more than can be said for the casts of Hometown and The Fall Guy. CBS's Hometown became the first new series, and ABC's The Fall Guy the first old series, to be canceled by the television networks this fall. on Channel 12. Baseball fans and those living with them probably will find the TV set locked tonight on the fourth game of the World Series. If this is the case in your house, do what you can to persuade the game watcher to break away for a mere half-hour so everyone can take a look at Penn Teller Go Public. The PBS offering promises to be offbeat and entertaining enough for even the most die-hard fan to forgo the joys of baseball for a couple of innings. Evening highlights Penn Teller Go Public (9 p.m., Ch.

12) Penn Jillette and Teller (he doesn't supply a last name; neither does he speak) are an eccentric duo who deal in magic and sleight-of-hand but are more interested in making people laugh than in mystifying them. What makes the pair of more than usual interest to Philadelphians is that they got their professional start in local theaters as part of a comedy trio called the Asparagus Valley Cultural Society. The society was popular here and even better received in San Francisco, where the comedy show ran for three years. After the third member of the act dropped out, Penn and Teller ule, Channel 57 tonight will present Dallas at 8, Kojak at 9 and The Untouchables at 10. Nationally, NBC is surging toward a historic achievement: finishing first in prime time for a full season, a feat the peacock network has never accomplished.

In three of the first four weeks this fall, NBC has finished first. There no longer can be any doubt that NBC's The Cosby Show is the most popular series on the air. Number one in prime time for four straight weeks since the season opened, it is rolling through the sort of bonanza year that producers and networks dream about. Professional football, in a ratings slump for most of this decade, is scoring touchdowns on the Nielsen scoreboard once again. Leading the way is ABC's Monday Night Football, whose ratings for its first six Monday games are up 16 percent over the first half-dozen Monday games in 1984.

Among the midseason replacement series already announced is Mary, which will bring the lovable Mary Tyler Moore back to the little screen as a newspaper reporter who runs a help-line column for readers. This new comedy will premiere on CBS at 8 p.m. Dec. 11. It's certainly the replacement I'm most interested in seeing.

Some critical observations: Although, in general, the 22 new fall series have nol aroused much excitement, NBC's The Golden Girls is a significantly positive addition. This espionage series would be no better than the usual flapdoodle if it weren't for the conviction, presence and gravity that Woodward brings to the role of Robert McCall. The early leader in the Best New Villain category is George Hamilton as the scheming Joel Abrigore on Dynasty.

Hamilton won't make anyone forget Laurence Olivier playing King Richard III, but his acting is so far above the usual run on Dynasty that he stands went on alone, taping this performance for public television and then moving to New York, where they have been an Off-Broadway hit. The two will demonstrate tricks a viewer can perform at home with a VCR and will show off some "intrinsically wimpy card tricks." Teller also will do some fancy escape work. World Series (8 p.m., Ch. 6) St. Louis vs.

Kansas Gty in the fourth game. Live, from St. Louis. Battle of the Bison Forest (8 p.m., Ch. 12) Most of us can think of no beast more American than the bison, which roamed the plains in large numbers in the days of the Indians.

Well, it might surprise you to learn that the bison is also Polish and Russian. The forest of the title is the Bialowieza Forest on the border of Poland and the Soviet Union. There, the bison has suffered near extinction as it has in the United States, and Polish conservationists are working to replenish the herds. George Burns Comedy Week (9 30 p.m., Ch. 10) In "The Disaster at Buzz Creek," Don Rickles is something other than the Mr.

Insult of stand-up comedy. Rickles plays the mayor of a small town who, after the local museum is damaged by a flood, applies for federal disaster relief, using clips from the film Earthquake to bolster his case. Cable highlights The Grey Fox (7:30 p.m., PRISM) This 1982 Canadian movie is based on the true story of a bandit who, released after 30 years in prison, goes back into business, even though the world has changed greatly during his absence.
