Diplomats (Cont'd from Page 1) Edmund Muskie has said that the Iranian financial.

terms are "unreasonable." A consul officer at Algeria's Embassy in Tehran, Mostafa Belhocine, contacted by -phone from UP's London bureau, confirmed the visit by Algeria's ambassador in Tehran and Hossein. The Algerians are the diplomatic Intermediaries between Iran and the United States in the negotiations on the captives. "I can assure you that all 52 (hostages) were seen, they were all in good Belhocine said. His comments about a visit to all of the hostages suggested that all the Americans were in. Tehran something Iran has not said.

The report of the Algerians visit came after four clerics Including the Vatican represeantive in Tehran offered Christmas services for some of' the hostages, and Iran released a tape showing 12 to 14 of the captives on Christmasday. The up to 14 Americans shown in the 50-second telecast looked healthy but it was evident their morale was sagging on their second Christmas in captivity. The hostages were seized 419 days ago. Iranian militants said in April the hostages were scattered to different cities to avert any, repeat of the abortive U.S. raid that month.

Shortly after the visit by the Vatican's representative in Iran and three Iranian Christian clerics, Iran again the captives will be tried as spies unless the United States meets its "final terms" for their freedom. The Iranian commentary, broadcast on Tehran Radio, did not spell out the terms this time. But last week the Iranian media said the terms included a deposit of more than $24 billion in Algeria's Central Bank to ensure Tehran would retrieve its assets frozen in the States and the late shah's wealth. But the commentary ridiculed Secretary of States Edmund Muskie's statement that President Carter, as chief of did not. have the authority to put the $24 billion deposit.in the Algerian bank.
