(UPI) Raising and dropping his voice like a pulpit-pounding preacher, mass murderer Charles Manson declared in his unsuccessful bid for parole that he would return to the desert if freed from prison. Soviets Tested Neutron MOSCOW (UPI) Soviet President Leonid Brezhnev has told 12 U.S. senators the Soviet Union tested a neutron bomb "many years ago" but decided against producing it. Brezhnev, in a jovial mood, said in a Kremlin meeting Friday he agrees with President Carter that tension has lessened between the two superposvers. But he warned that Moscow would resist attempts to draft a Strategic Arms Limitation agreement "to the detriment of the Soviet Union," according to a transcript of his remarks made available to reporters by the senators. "There is a lot of talk about the neutron bomb," Brezhnev said, the transcript said.

"Many vears ago, our tester tested that bomb. tested but we never started production of that weapon." Brezhnev did not say whether the Soviets had exploded a test neutron device or whether it simply tested the possibilities of the weapon, whjch kills primarily through the release of intense but short-lived radiation. The Soviet Union has always claimed to have the capability to build a neutron bomb but refrained from doing so while mounting a vociferous campaign against the American version of the weapon. American analysts say the neutron bomb would be of less military value to the Soviets than to the Americans and their NATO allies. Designed primarily as a tactical or battlefield weapon, the neutron bomb produces a comparatively small blast effect that would result -in minimal damage to property.
