Powers, 84, beauty adviser managing career, Mr. Powers founded, with Sir Herbert Beerbohm Tree, the first modeling agency in New York in 1923. The schools came later, spreading across the nation rnd abroad, from Guam to Greece. Michael Sondberg, 81 Lj.i Angeles Times 8rvic John Robert Powers, 84, founder of a modeling agency and a chain of charm schools whose alumnae include Betty Ford, Jacqueline Kennedy and Princess Grace of Monaco, died Thursday in a hospital in Bur-bank, Calif. Mr.

Powers built an international career and legend on his belief that "there are no ugly women." His "Powers Girls" appeared on magazine covers and sold American consumers "practically everything (they) owned or enjoyed from automobiles to Zanzibar cruises," he once wrote. Naturalness was his gospel. "Don't make up, make down," he told the legions of women from all walks of life who for several generations attended his schools or read his books and syndicated columns. An early 1940s movie, "Powers Girl," further established Powers, his charm schools and cover girls in the American scene. After a try at an acting and stage Katherine Sergeant White, 84, who as first fiction editor of the New Yorker magazine was credited with helping establish the Vladimir Nabov, John O'Hara, Mary McCarthy and Ogden Nash, died Wednesday in Brooklin, Maine.

Mrs. White, the wife of author and editor E. B. White, was a native of Boston and a graduate of Bryn Mawr. She was hired as the New Yorker's fiction editor in 1925, and was a principal in transforming tha magazine from a satirical weekly into a showcase for some of the best writing in the nation.

She and White co-edited "A Sub-treasury of American Humor," published in 1941. Dr. Abraham J. Feldman, 84, a West Hartford, rabbi who was a key member of a national rabbinical group, died Thursday at his home. Dr.

Feldman, who was rabbi at West Hartford's Temple Beth Israel for 52 years, served as head of the Central Conference of American Rabbis, the largest rabbinical organization in the nation. He was known as a champion of liberal, Reform Judaism, and was active in seeking increased understanding with the Christian community. Lester M. Lang Lester M. Lang, 76, a retired furniture refinisher, died Thursday in Roxborough Hospital.

He lived at 563 Acorn St. Mr. Lang owned the former Lang Furniture Refinishing at 1521 W. Dauphin St. He was a member of Brith Sholom.

Surviving are his wife, the former Rose Leary; a stepson, John Dyson; a brother, a sister and three grandchildren. Services will be held at 2 p.m. Sunday at Levine's, 7112 N. Broad St. Burial will be in Roosevelt Memorial Park, Trevose.

William A. Richey William A. Richey, 64, a quality assurance expert at the Frankford Arsenal, died Thursday in Lower Bucks Hospital, Bristol. He lived on Lilac Lane, Levittown. Mr.

Richey, who was born in Pittsburgh, had worked at the arsenal for 26 years. Surviving are his wife, the former Naomi Hartley; three sons, William, Thomas and Don; three daughters, Joanne, Kim and Dorothy Benton; three grandchildren, a brother and two sisters. A Mass of Christian Burial will be offered at 1 a.m. Monday at the Church of St. Michael the Archangel, Levittown Parkway, Levittown.

Interment will be in Resurrection Cemetery, Cornwells Heights. Frances Ullman Frances Ullman, 59, a secretary, died Thursday in the Rydal Park Rest Home, where she lived. Mrs. Ullman, the former Frances Goldich, was secretary at the Adath Jeshurun Cemetery for 14 years. She was also on the board of directors of Congregation Beth Emeth and a director and adviser for the B'nai B'rith youth organization.

Surviving are two sons, Norman H. Altman and Allan E. Altman; two sisters, two brothers and four grandchildren. Funeral services will be held at 11 a.m. Sunday at the Berschler Funeral Chapel, 4300 N.

Neuschae-fer 79, an award-winning swimming coach for 28 years at Trenton High School and a member of the International Swimming Hall of Fame, died Thursday at Mercer Medical Center. Mr. Neuschaefer was a 1919 graduate of Rutgers University, where he was a member of the football, baseball, basketball and swimming teams.

By Paul Taylor lnimirer Staff Writer A Germantown community group seeking state-guaranteed financing for a low-income housing project in the Wister section received support' this week from the Philadelphia Saving Fund Society (PSFS). If the Pennsylvania Housing Finance Agency (PHFA) agrees to sell a bond to finance the $1.4 million, 46-unit project, PSFS will "seriously consider" buying it, according to Jo s-ph Bosworth, vice president of Germantown Homes the nonprofit community group that wants to build the project. Bosworth relayed that commitment in a letter to William Wilcox, state secretary of community affairs and chairman of the PHFA board.

The PHFA. which provides mortgages to developers of low-income housing pre'ects by selling tax-exempt bonds, refused to market a bond for the Wister project in May after its Wall Street bond underwriter advised it that the project was too risky. That advice was based, in part, on a concern about the neighborhood surrounding the proposed pioject. "Let's be blunt about it. Are people going to be afraid to live there?".
