This restriction of credit immediately brought funds withdrawals of excessive interior which has been poured into the converted New York call loan market and country banks from lenders to borrowers, through an increase in rediscounting at this centre. With this movement well under way, the advance in the New York rate now expected to stabilize the country's credits operations at a higher level. The establishment of a higher rate at Boston several weeks ago gave speculative Wall Street its first warning that credit facilities were to be tightened, and this assumption was borne out when other Reserve banks, in which the need for higher rates was less urgent.

With soon the Bank of England's followed suit. rate on a 5 per cent. level, the danger of attracting additional British gold here apparently was removed and the New York bank was left free to govern its policy according to domestic needs. The change brings the rediscounting charge into closer alignment with time money rates. retired, a notable engineering officer during his active service in the navy, died yesterday afternoon, after a short illness, in the Naval Hospital, Twenty-fourth street and Gray's Ferry avenue. He was 75 years old. Admiral Willits, whose home was in Highland Park, was admitted to the hospital on Sunday, following a general breakdown. He WAs born in Philadelphia on March 1851, and was the son of the late Rev. Dr.

Alphonso A. and Jane Street Willits. He entered the naval Academy in 1872, graduated a cadet engineer, and was assigned to vessels domestic and foreign waters. He was later commissioned a chief engineer, and after a tour of duty at the Bureau of Steam Engineering, Washington, he served AS engineer officer on the U. S.

S. Iowa and U. S. S. Newark.

In 1911 he was assigned to duty as supervisor of navy yards. Although he retired from active duty in 1913, he was recalled to service during the war and was active in special inspection duty at Bayonne, N. for two years. He married Miss Anna B. White, of Portsmouth.

Va. Admiral Willits is survived by three daughters, two brothers and a sister, who is the wife of William Findlay Brown, assistant to District Attorney Rotan." WILLIAM E. WEST Former Indian Fighter and Spanish War Veteran Given Military Burial William E. West. old Indian fighter and veteran of the Spanish war, was buried yesterday with full military honors.

He died last Sunday, at his home in Evergreen avenue, Larchmont, Delaware re county. Mr. West for the past twenty years was in the navy, and was on the reserve list as a chief petty officer. He was a member of D. C.

Tilghman Camp No. 1, Spanish- War veterans, and of the Naval Camp of the American Legion. He is survived by his wife, Elizabeth. The funeral was held from his late home. Interment followed in Montrose cemetery, Delaware county.
