MacArthur, 80, a crusty insurance and real estate baron who lived in a modest apartment and conducted business from a coffee shop, died yesterday.

Mr. MacArthur died of cancer of the pancreas at Good Samaritan Hospital. His death leaves only one American who is generally acknowledged to be a billionaire shipping tycoon Daniel K. Ludwig. In Chicago, an attorney said the bulk of the MacArthur assets, which were held in trust and not included in his will, would go to charity.

The will, which was probated yesterday in court there, leaves the rest of his assets to his wife and two children. Mr. MacArthur was born in Pitt-ton, Luzerne County, the youngest of seven children of itinerant Baptist preacher, William MacArthur. He went to work at 18 for a Chicago insurance company owned by his brother Alfred and then joined the British Royal Flying Corps in Canada during World War I. Returning to Chicago with a medical discharge and medals, Mr.

Mac-Arthur became one of the first salesmen to sell $1 million worth of insurance. All of his money was tied up, however, when he saw a chance to buy the Depression-weakened Bankers Life Casualty for $2,500. He borrowed the money and thus laid the foundation of his empire. He made a fortune selling mailorder insurance, and swelled it with weMmed real estate investments that nobody not even he, he said could keep track of. Mr.

MacArthur never would say how much he was worth. But when asked about an estimate of $5 billion, he agreed to let himself be called a billionaire. He displayed few signs of extraordinary wealth. He lived in an apart- W. S.

Burns, security chief mated 100,000 acres of Florida land and vast holdings elsewhere, includ ing a Chicago printing company, a brewery and the Professional Golfers Association National Golf Club here, One of his last ventures was the purchase of the Biltmore Hotel in Palm Beach. He meant to refurbish the jazz-age spa, but failing health after a stroke forced him to sell it to a condominium developer. In the purchase agreement, Mr. MacArthur was promised that his portrait would hang forever in the building and that the $750,000 prince of Alba suite would be renamed in his honor. The late playwright Charles Mac-Arthur (who co-authored the famous play "The Front Page" with the late Ben Hecht), husband of actress Helen Hayes, was a brother, and the late Gen.

of the Army Douglas Mac-Arthur was a cousin. He is survived by his wife, Catherine, and two children by a previous marriage Roderick, 57, of Chicago, and Virginia Cordova, 55, of Mexico City. Howard Hughes, J. Paul Getty and H. L.

Hunt, the only other men listed by Fortune magazine in a 1976 article on recent American billionaires, have all died since 1974. The 1977 Guirmess Book of World Records listed MacArthur and Ludwig as the only living American billionaires. It added that in 1969, another man who is still alive H. Ross Perot of Texarkana, Texas had been worth more than $1 billion on paper. I.

Kinter Blough Sr. I. Kinter Blough 82, a retired Pennsylvania Liquor Control Board (LCB) official, died Thursday in Phoenixville Manor nursing home, Phoenixville. He lived in Flourtown and was a former resident of the city's West Oak Lane section. Before he retired in 1965, Mr.

Blough was superintendent of the board's eastern region. He had worked with the LCB since it was formed in 1933. He was born in Johnstown, and was a graduate of Washington and Jefferson College. Surviving are his wife, the former Sarah Young; a son, retired Navy Capt. I.

Kinter a daughter, Margaret Beaver; six grandchildren, two great-grandchildren, a sister and two brothers. Private services will be held Monday. Samuel Mastroff Samuel Mastroff, 85, a retired jeweler, died Thursday in Nazareth Hospital. He lived at the Colony Apartments, 10900 Bustleton Ave. Mr.

Mastroff operated a jewelry store for 30 years on West Thompson Street. He retired 12 years ago. He was a Navy veteran of World War and a Mason. He is survived by his wife, the former Sylvia Edelson Kligman; a daughter, Shirley Schwartz; a son, Marvin; a sister, a brother, four grandchildren and one great-grandchild. Services will be held at 10 a.m.

Sunday at Rosenberg's Raphael Sacks, 4720 N. Broad St. Burial will be in Montefiore Cemetery. Morris B. Landis Jr.

Morris B. Landis 53, a travel agency manager, died Tuesday in Riddle Memorial Hospital. He lived at 975 Fairfax Drexel Hill. Mr. Landis was the manager of the City Line Travel Agency.

Born in Harrisburg, he was a graduate of Lycoming College and attended Penn State University. He was a veteran of World War II, having served with the Army in the Pacific. Surviving are his parents, Mr. and Mrs. Morris B.

Landis his wife, the former Ingerbord Probst; a son, Dietrich a daughter, Denise and three brothers. Services will be held at 11 a.m. Saturday at the Reynolds Funeral Home, State Street, Quarryville. Burial will be at 2 p.m. in Arlington Cemetery, Drexel Hill.

MacArthur 1976 photo ment at his Colonnades Hotel in nearby Palm Beach Shores. He had no mansion, no limousine, not even a secretary. But Mr. MacArthur was neither secretive nor inaccessible. He preferred to hang out in the hotel coffee shop and meet visitors in casual dress that one said gave him the look of an "elderly beach bum." He wasa amused when hotel guests would mistake him for the handyman.

MacArthur shunned the big names who made Palm Beach a winter playground for the leisure class. Those people, he said, "have a party every night someplace They're yakkity-yakking about nothing, boring the hell out of each other, I'm sure. They certainly bore the life out of me." He preferred to talk about his land. Starting with profits from Bankers world's largest private security agencies. It employs more than 38,000 persons in the United States, Canada, the Caribbean, Colombia and the United Kingdom.

Although he dealt mostly with the administrative side of the operation, he sometimes supervised investigations. Mr. Burns was also a pioneer in the development of home fire and burglar alarms. He was vice president of the Burns Family a charitable foundation, and was a founding member of the Center for the Study of Democratic Institutions. Janet Bromley Pepper Janet Bromley Pepper, 59, a conservationist with a special interest in wildflowers, died Thursday at her home in Villanova.

She was the wife of George Wharton Pepper 3d, associate treasurer of the University of Pennsylvania. Mrs. Pepper was a member of the board of Bowman's Hill Wildflower Preserve and taught courses on wild-flowers at the Main Line Night School. She was also past president of the Women of Christ Church, Ithan. In addition to her husband, she is survived by two daughters, Mrs.

Wenda Field and Mrs. Laura Pearson; a brother; a sister, and a grandchild. Services will be held at 3 p.m. Monday at Old St. David's Chapel, Wayne.

Burial will be private. Harry A. Richter Harry A. Richter, 80, a retired Du Pont Co. office manager, died Wednesday in Shore Memorial Hospital, Somers Point, N.

J. He lived at 214 North Ocean City, N. J. Mr. Richter, a former resident of Philadelphia, had lived in Ocean City for the last four years and for many years had been a summer resident.

He retired in 1962 after managing a Du Pont office in Philadelphia for 26 years. Mr. Richter was a member of the Ocean City Fishing Club and the Ocean City Yacht Club. Surviving are his wife, Kathryn; a son, Harry a brother and three grandchildren. Service will be held at 11 a.m.

Sherman Burns, 82, retired chairman of Burns International Security Services died Thursday in Sheridan, Wyo. The son of William J. Burns, a Secret Service agent who established the agency in 1909, Mr. Burns joined the agency at the age of 16 and played an active role as one of the company's directors even after he retired in 1971 to his Wyoming ranch. Mr.

Burns is credited with bringing professionalism to the security field and with transforming his Briarcliff, N. company into one of the Deborah G. Mullen Deborah G. Mullen, 76, a retired schoolteacher, died Wednesday in Delaware County Memorial Hospital. She lived at 3400 West Chester Pike, Newtown Square.

Mrs. Mullen retired in 1972 after teaching for more than 40 years at the Oakmont Elementary School in Havertown. Previously she had taught in Chester and West Chester. She was a graduate of West Chester State College, and also studied at the University of Pennsylvania, Temple and Penn State University. She was a member of numerous professional organizations and was an active member of the Union United Methodist Church, Havertown.

Surviving is her husband, Ralph. A memorial service will be held at 2 p.m. Saturday at the Union United Methodist Church, 200 Brookline Havertown. Annette N. Grif fitts Annette Newhall Griffins, 72, a dog fancier and widow of investment banker S.

Powel Griffitts, died Wednesday at the University of Pennsylvania Hospital. She lived at 265 Northwestern Roxboroiigh. Mrs. Griffitts was on the board of the University of Pennsylvania Veterinary School and was active on several of its committees. She was also a member of the Montgomery County Kennel Club and the Terrier Club.

She was among the founders of the Main Street Fair and the St. Thomas Church Fair. She was also active in the motor unit of the Red Cross during World War II. Mrs. Griffitts is survived by a 3 1.
