Wednesday, Aug. 11, 1976 Philadelphia Inquirer 5-D Death Notices Death Netices Obituaries Leonard Solomon Leonard Solomon, 55, owner of a construction firm for 23 years, died Monday at Chestnut Hill Hospital after an auto accident. He lived in the Beaver Hill Apartments, Jenkintown. Mr. Solomon was a veteran of World War II, when he served in the Coast Guard.

He was a Mason and a Shriner. Surviving are his wife, the former Carrol Bauer; a son, Robert a daughter, Meryle Beth; and two brothers. Funeral services will be held at 11:30 a.m. Wednesday at Goldstein's, 6410 N. Broad St.

Interment will be in Roosevelt Memorial Park, Trevose. Charles Reichelderfer Charles R. Reichelderfer, 66, of 2202 Steele Drexel Hill, died Sunday at Lankenau Hospital. Mr. Reichelderfer was chief electrician at the Philadelphia Electric Co.

until he retired in 1971. Surviving are a son, Richard and three sisters, Mrs. Anita Crock, Mrs. Helen Junginger and Mrs. Emma Oettel.

A Mass of Christian Burial will be offered at 10 a.m. Wednesday at St. Dorothy Church, Township Line and Burmont Roads, Drexel Hill. Interment will follow at SS. Peter and Paul Cemetery, Springfield.

Jean A. S. F. Carter Mrs. Jean S.

F. Carter, 72, of Paoli, died Tuesday at Lankenau Hospital. Mrs. Carter was a member of the Acorn Club and the Radnor Hunt Club and was active in charitable committees at Lankenau Hospital. She was the widow of John B.

H. Carter, a lawyer. Surviving are her daughter, Mrs. Raymond G. Woolfe a grandson, Jonathan Rush, and a granddaughter, Laurie Woolfe.

Funeral services will be held at 11 a.m. Thursday at Media Cemetery. Cora Rutherford Mrs. Cora Van Artsdalen Rutherford, 85, of 624 N. Chubb Drive, Doylestown, died Sunday in the Doylestown Hospital.

She and her late husband, Russel were antique dealers. They were active for many years in the Bucks County Antiques Dealers Association. Surviving are two sons, Walter V. and Milton; a daughter, Mrs. Kathryn Craver; seven grandchildren and four great-grandchildren.

Services will be held at 2 p.m. Thursday at the Reed and Steinbach Funeral Home, 182 W. Court Doylestown. Interment will be in Doylestown Cemetery. Mrs.

Sonia S. Raevsky Mrs. Sonia Sokolov Raevsky, 72, of 1651 E. Mount Airy died Monday at the Einstein Medical Center, Northern Division. Mrs.

Raevsky was a member of the Warsawer Social Friends and the Women's Cultural Club. She is survived by her husband, Sam, a son, Leonard; two sisters, Mrs. Celia Kaplan and Mrs. Nina Pincus, and two grandchildren. Funeral services will be held at 10 a.m.

Associated Press the besieged Tel Zaatar camp, cross into Christian part of Beirut Mosiems, fleeing Beirut rightists open heavy attack on besieged camp of Palestinians From Inquirer 1 Wire Services BEIRUT Lebanese rightists began a major offensive yesterday, using tanks and armored vehicles and intense shelling, against the encircled Tel Zaatar Palestinian refugee camp.

The attack came after several nights during which hundreds of men, women and children noncombatants fled the camp, often under fire of Palestinian commandoes defending it. The general assault on the last leftist outpost in east Beirut suggested that talks begun Monday on a possible abandonment of Tel Zaatar had broken down. As many as 20,000 persons are trapped in nearby waterless Tel Zaatar, and indications were that the Palestinian leadership was ready to abandon the camp if everyone including the noncombatant could leave during a cease-fire. The signs here were that the rightist leaders, realizing they had the upper hand, insisted that such a move would be permitted only if Palestinian commandoes also ageed to pull out of Lebanon's mountains east of Beirut. There was no such agreement.

Elsewhere in Beiut, Christian and Moslem militiamen continued their battle of several days along the strip dividing the southern suburbs of Chiyah and Ein Rummaneh, without any significant change. Heavy fighting was also reported in North Lebanon, between forces in the Moslem-controlled port of Tripoli and Zagharta, a Christian enclave. Security forces and hospitals reported 140 persons killed and 206 wounded in the previous 24 hours. A limited truce to allow workers to restore electricity and communications in Moslem-controlled west House votes to prohibit dams on the New River Washington Post Service WASHINGTON Rejecting arguments that it was creating a precedent "that will haunt this body for years to come," the House overwhelmingly approved legislation yesterday that would prohibit construction of a hydroelectric dam on the New River in North Carolina and Virginia. The 311-73 House vote was consid-, ered the main test in the long fight to save the waterway, which geologists have called the second-oldest river in the world.

The Senate is expected to pass a companion measure later this month after it returns from recess. President Ford has indicated that he will sign legislation preserving the New River, which flows down rapids and through gorges of a highly scenic mountain route from western North Carolina through southwestern Virginia to West Virginia. Environmentalists, who had helped make preservation of the New River a national issue, quickly praised the House vote. Although the bill may become law by the end of the month, the 13- year struggle between supporters and opponents of the $845 million Blue Ridge hydroelectric dam project probably has not ended. The chief counsel for the American Electric Power Co.

Inc. of New York, which wants to build the two-dam project, said yesterday that "it is highly likely we will bring suit" against the federal government for more than $500 million if the bill becomes law. A. Joseph Dowd, general counsel and senior vice president for American Electric, noted that its Roanoke, subsidiary, Appalachian Power had been licensed by the Federal Power Commission two years ago to build the project that is now barred by the House legislation. Bill to extend job funds is passed by Senate, 67-11 WAHINGTON The Senate approved a bill yesterday to extend a major public-service program providing more than a quarter-million unemployed persons with jobs through September 1977. The vote was 67-11. The measure now goes to conference with the House, which wanted to let the program expire at the end of September. It has been operating with contingency funds since June.

The extension applies to Title VI of the Comprehensive Employment and Training Act, under which about 000 persons now are employed in public-service jobs in state and local government. The bill authorizes the appropriation of whatever sums may be necessary to carry out this part of the act. With a present unemployment rate of 7.8 percent, "we should not start phasing out a job-creation program that puts to work at useful jobs in our communities persons who otherwise would be unemployed," said Sen. Gaylord Nelson floor manager of the bill. The present funding level for Title VI public service jobs is about $2.2 billion.

Before joining ABC in Vietnam, Mr. Mariano served 13 years in the U.S. Army and, as a helicopter pilot in Vietnam, was shot down twice.

Carl Schmidt-Rottluff, 91, a West German Expressionist painter who was denounced by the Nazis as degenerate and forbidden to paint, has died in West Berlin, it was officially announced Tuesday. Mr. Schmidt-Rottluff, who was appointed a professor at the high school for graphic arts in West Berlin at the end of World War II, was a leading exponent of the Expressionist school. He was prohibited from painting by the Hitler government at the height of his career. On his 80th birthday, he donated a collection of his works worth $4 million to West Berlin.

Paul Luecke, 61, who was interior minister in the cabinet of former West German Chancellor Ludwig Erhard in the 1960s, died Tuesday in Erlangen, northern Bavaria, after surgery, the Christian Democratic Party (CDU) said. Mr. Luecke, who was seriously wounded in World War II, joined the CDU in 1945. His main interests were social problems, family affairs, the construction of new homes and the reorganizing of property laws. Sir Winston Scott, 76, governor general of Barbados, died Monday at Government House in Bridgetown, officials said.

Service Fri. 3 P.M., St. Paul's Church, Chestnut Hill. Associated Press areas of chronically high unemployment. In the House yesterday, the Agriculture Committee approved a total revamping of the food-stamp program that would disqualify an estimated 461,250 families receiving stamps.

The measure would add an estimated $120.9 million in costs to the states while cutting about $80 million from federal costs in the year beginning Oct. 1. Benefits for eligible families would be increased while strikers and most students would be banned from the program. The Ford Administration submitted its own bill and made an attempt at overhauling the program by administrative regulations, but was blocked by a court. It has said it wants $1 billion and 1.29 million families shaved off.

The program now provides grocery subsidies to about 5.56 million families at a cost to the federal taxpayers of roughly $5.7 billion a year. Its projected cost for the next fiscal year is $6.01 billion. The House measure passed the Agulture Committee on a 21-19 vote after three months of drafting. No action on the measure is expected in the House until after the Labor Day recess. The Senate passed a less far-ranging measure April 9.
