Marcus, 68, Food Fair chairman, supermarket pioneer man of the board of governors of the Academy of Food Marketing of St. Joseph's College and received an ho- 'arv doctor of laws degree frnm the college in 1962.

He was a member rf the board of trustees of German-town Addemv ani Akiba Hebrew Academy and an honorary chairman of the board of Germantown Jewish Center, which he formerly served for five years as president. He was a member of the board of governors of the Cardiovascular In-'it'ite of Hahnemann Medical College, a director of the Philadelphia "evchiatric Center, the Philadelphia 7ionist Organization, the Philadelphia Geriatric Center and the Board oc Ouerseers of the Jewish Theological Seminary of America. and a pioneer in supermarket merchandising, died yesterday at the Einstein Medical Center, Northern Division. A native of Harrisburg, he joined Food Fair in 1929 in its pre-super-market era. He and Samuel Fried-land, founder of the chain, and several other associates invested their limited resources in a self-service food shopping venture. Mr. Marcus designed Food Fair's first supermarket, a renovated vacant garage in Harrisburg that they converted into the Giant Quality Food Price Cutter Inc.

The venture succeeded and became the forerunner of the 440 Food Fair and Pantry Pride supermarkets from Connecticut to Florida. The company ranks among the top 10 food retailers in the country with annual sales in excess of $2.5 billion. Served 47 years In his 47-year career with the firm, Marcus served in numerous posts, becoming chairman of the board in 1972. He was credited with many innovations in the supermarket industry, including the design of the shopping cart with a baby seat and a white spot on labels to permit uniform stamping of prices. "He had a profound knowledge of every aspect of retail food merchandising, including store operation, site location, construction, merchan-ationsV' a colleague said.

eve. I. J. Gilbert Van Sciver, 81, retired chairman of the board of the Inter-Boro Savings Loan Association, Cherry Hill, N. died Monday at his home, 3527 Church Cherry Hill.

Mr. Van Sciver joined Inter-Boro as vice president and controller in 1958. He was named president and chairman of the board of directors in 1966. On his retirement in 1972 he was named board chairman Before joining Inter-Boro, he had been assistant chief examiner for the savings and loan division of the State Department of Banking and Insurance, where he had served for 35 years. She was an instructor of water sports safety and first aid for the Chester (Pa.) YWCA during the 1940s and later for the Red Cross in Trenton. Marcus always fought the "big stick" method of supervising employes. "A successful supervisor must be able to get the employe to work with him and not for him," he once said. "If we think idealistically, we might say that a supervisor's job is to impart to employes the feeling that they own their jobs." Active in industry He was actively involved in industry affairs as well as civic and community causes. He was a director of the National Association of Food Chains and regional director of the American Institute of Food Distribution. He served as president and director of the International Association of Food Chains.

Mr. Marcus was a founding chair- He was a former resident of Beverly, N. and had been active in civic and community affairs in Burlington County as well as Camden County. He served in the Army's air unit during World War I. Surviving are his wife, the former M.

Observers in Rangoon said that the arrests might have been connected with the former defense minister, Gen. Tin Do, who lost his job in March and is still under investigation for alleged corruption. The radio broadcast said that three colonels were also under investigation for possible dereliction of duty. They were not named, nor were any specific accusations made against them. The announcement was made after rumors spread about the arrests of several junior and senior army officers. According to the announcement, the plot was engineered by three army captains and supported by eight other captains and three majors, all of whom were arrested. The alleged conspirators will soon be brought before a special tribunal, the radio said, but it gave no specific date for the trial.
