"I hear it's supposed to be oriented to the residents of the neighborhood," said city planner George Borowsky, "which is a really nice gift to the city. I hope it continues." "What it means for us," said Robert Hedley, artistic director of the Philadelphia 'Company, "is that these are the people who will be our patrons next year. These are the people we want and whom we want to perform for.

The feeling was that the residents here are taking the brunt of the Bicentennial, so it would be a nice gift to have something for them free." If director Hedley has his way (and more funds), he wants to stage more free, outdoor Shakespeare plays, or even O'Neill's "Ah, Wilderness. By Mary Martin Niepold Inquirer Entertainment Writer Shakespeare came to Philadelphia last week. Outside, under the stars, with all the elements, so to speak, "Twelfth Night" opened on a stage built right on top of an ultramariae blue pool in the middle of the New-Market shopping complex in the Head House area of Olde Philadelphia. The Philadelphia Company, an 18-month-old theater ensemble, came outside of its normal habitat at the Walnut Theater for these free productions, which started last Thursday and run through June 30. Benches that bordered two sides of the pool were completely filled by showtime at 8:30 p.m.

while actors wandered behind the benches in long robes and foppishly styled suits. As the evening light got dimmer and bright theatrical lights showcased a white, villa-styled stage, the players began to unfold a lush, romantic version of "Twelfth Night" that fully utilized the outdoor elements and blue pool. The setting and time frame of the play were transfered into a 1890s French Riviera setting complete with gazebo and rowboat. Long gowns, linen suits and parasols, all in white, were reflected in the pool. The 18-member cast increasingly picked up the audience's enthusiasm and presented Shakespeare's follies of love with vibrancy and a great deal of talent.

Despite chilly winds blowing off the Delaware River and the interruptions of occasional airplanes, the audience never left its seats, and the applause and laughter increased scene after scene. People ambling out of nearby shops and restaurants stumbled onto the play and watched the entire two-hour production. Virginia Park, public relations director for Western Savings Bank at NewMarket, which is sponsoring the play, commented, "We wanted something nifty to do for the community down here that wasn't Bicentennial, and we wanted it free so a lot of people here could participate." He appeared on Broadway in "Golden Rainbow," and toured at length with "Mame," "Funny Girl," Luther," "The An-dersonville Trial" and, of course, "1776." This is his second time on tour with the Broadway musical version of the Declaration's signing. He was also with the original national company in 1970-71, as were several others in the cast. The cuFrent tour of "1776," which will spend the summer in a tent theater on Independence Mall after closing at the Playhouse Saturday, tells you a little about Kressen the old pro, Kressen the tough trouper. The bus and truck company opened in West Point, N.Y., last September. then it has been barnstorming the country, stopping in more than 200 cities and towns, usually for orre-nighters.

You'd never know from the way Kressen bounds off and on the stage and bus that he is a 57-year-old diabetic who tore loose the thigh muscles from one knee in a fall on the By Al Haas Inquirer Entertainment Writer For Philadelphia actor Sam Kressen, who plays a gouty, lecherous Ben Franklin in the production of "1776" at the Playhouse in the Park, the wise old founding father is more than a mere part. He is a way of life. Kressen, you see, is a sort of professional Ben Franklin. For the past 20 years, the 57-year-old Penn alumnus has been handsomely augmenting his acting income by portraying Franklin in a host of less-rhan-theat-rical engagements ranging from posing for posters to appearing at corporate conventions and industrial building dedications. "I've gotten as much as $500 doing that," he says of the factory appearances, a tinge of incredulity still in his voice, even after all these years.

It all began back in 1956, he recalls in a conversation in his dressing room after a recent evening performance. It was then that Channel 6 asked him to audition for a 13-part series about Franklin commemorating the 250th anniversary of his birth in 1706. Still, here in late middle age, there is a certain mature man's realization that he is never going to be a Broadway star. One gets the impression that It is satisfying enough to have work in the field he loves, to add to his collection of stage-scene paintings and antique eyeglasses (like the 200-year-old gold-rimmed pair he wears as Franklin), and to relax between jobs in his comfortable apartment in the sleepy old Touraine at 1520 Spruce St. "I don't need my name in lights," he concludes. "I'll take the paycheck 45 weeks a year. "Actors have different goals.

Me, just give me a steady paycheck." Sam Kressen Ben Franklin was born. Kressen, a lifelong Philadelphian, still gets a kick out of the reaction of another local "Franklin" to that Channel 6 rendition. "There was an old man who used to walk on Chestnut Street who thought he was Ben Franklin," Kressen remembers with a fond smile. "His name was McDonald." It seems that Mr. McDonald was once employed as a fire-extinguisher inspector, according to Kressen.

One day, while making his inspection rounds, he stopped in a costume shop and happened to try on a Franklin outfit. When he saw himself in the mirror in the statesman-inventor's colonial regalia, he knew he had found his true calling. He was subsequently ubiquitous on Chestnut Street. "I walked up to him one day and asked him what he thought of this Franklin on Channel 6," Kressen chuckles.
