S. air base in the Azores, killing 60 members of a Caracas university choir and eight crewmen, Portuguese authorities reported yesterday. Americans stationed at the base near Lajes on Terceira Island were working to recover the bodies, which were strewn over a large area about 200 yards from the end of the runway.

But strong winds and rain from Hurricane Emmy reportedly were hindering their work. Ferreira da Silva, said that the crash occurred on the pilot's third attempt to land. A Lisbon newspaper, A Capital, said that the pilot, Brig. Gen. Raul Morales, had radioed the Lajes base control tower that he was about to make a normal landing. Ambassador Baldo said that the plane crashed on the second landing attempt.

All accounts agreed that the plane was affected by the fringe -of Hurricane Emmy, which was centered over Ponta Delgada, 100 miles away on Sao Miguel Island, earlier Friday night. Dr. Shover left Penn in 1974 when he was awarded a Fulbright fellowship to teach American history at the University of Leningrad. Following his return from the Soviet Union he was named chairman of the graduate group in history at Penn. Dr.

Shover was a member of the editorial board of the Journal of American History and managing editor of the Social Science History Association newsletter. He was a member of the American Historbil Association and the Organization of American Historians. He is survived by his wife, Doortje, and two step-children, Mariken and Pieter. Funeral services will be private. There will be a memorial service at the University of Pennsylvania on Oct.

6. Howard Rosan, basketball pro Howard (Red) Rosan, 65, one of the outstanding players in Philadelphia's early professional basketball years, died Friday at Lankenau Hospital. He lived on Howell Lane in Havertown. Mr. Rosan played nine seasons with the old Philadelphia Sphas in the long-defunct American Professional Basketball League after graduating from Temple University in 1935.

During that time, he played on five league championship teams. (Tlie Sphas were owned and managed by Edward Gottlieb, who subsequently formed the old Philadelphia Warriors team for the National Basketball Association in 1916. The acronym stood for South Philadelphia Hebrew Association). When Mr. Rosan left the Sphas in 1944 to coach the Baltimore Bullets in the league, a newspaper account stated, "Rosan became known particularly for his defensive ability in halting rival high srorers and his knack in stealing the ball away from the opposition." Harry Litwack, retired Temple University basketball coach yesterday recalled Mr.

Rosan as "one of the all-time greats in the Hall of Fame at the university ranking with the best of any modern-day plavers. Litwack, then an assistant basketball coach at Temple, saidi that Mr. Rosan "came to us from Southern High School, where he was all-scholastic in the city." Surviving are his wife, the former Suky Koralsky; two sons, Dr. Jay Rosan and Dr. Stuart Rosan; his mother, Mrs.

Sarah Rosan; a brother, two sisters and two grandchildren. Services will be private.
