6-B Friday, Nov. 19. 1976 Obituaries Philadelphia Inquirer Death Notices Death Notices Meyer Gasman, lawyer, engineer, prosecutor at Nuremberg trials Charles A. Schumacher Charles A. Schumacher 79, retired furniture store manager, died Wednesday in Delaware County Memorial Hospital.

He lived on Argyle Road, Drexel Hill. Before retiring in 1965, he was the general manager of a retail furniture store at 52d and Market Streets for 35 years. He was a member of the Llanerch Country Club. He is survived by his wife, the former Helen O'Hare; a daughter, Mrs. Helene Barner, and three grandchildren.

Services will be held at 11 a.m. Saturday at the C. M. Toppitzer Funeral Home, Garrett Road and Lans-downe Avenue, Drexel Hill. Burial will be in SS.

Peter and Paul Cemetery, Springfield. Meyer L. Casman, 81 well-known Philadelphia lawyer who served as a prosecutor at the Nuremberg Avar crime trials after World War II and later as a judge during the occupation of Germany, died Wednesday in Alden Park Manor, Gerniantown. Judge Casman served in Germany from March 1947 to February 1950 as chief of several prosecution sections at Nuremberg and later as president judge of the Civil Action Courts and as a judge on the Supreme Restitutions Court. He was born in Russia and had lived in this city since he was 10.

He was president of the 122d Class at Central High School and graduated in 1914. Judge Casman was graduated from West Point in 1918 and was a captain in an engineer company during the occupation of Germany in World War I. He obtained an engineering degree at the University of Michigan in 1922 tal in setting up the free summer concert program at Pastorius Park in Chestnut Hill. He was first violinist of the Engineers Club Orchestra and a member of the West Point Society Quartet. In the late 1920s, he headed the State Highway Department's motor transport bueau, which he reorganized, and he participated in the first federal-state survey of Pennsylvania's highways.

Judge Casman held numerous civic posts and in 1961 was named an examiner for the Pennsylvania Public Utilities Commission. lie was a former president of the Philadelphia Federal Bar Association, a member of the Philadelphia Bar Association, a former member of the Lawyers Club, the Perm Athletic Club and the Engineers Club. He is survived by a sister, Mrs. Nellie Tugenthal. Services will be private.

Rizzo plans to replace members, head of youth commission says By Paul Taylor Iminirer Ktnlt ll'rifpr The chairman of the Youth Services Commission yesterday accused the Rizzo administration of plotting tlie commission's demise because i was an independent body. The Rev. Roland Jones tried to resign in protest, but the commission voted to table his resignation at least until a meeting could be arranged with city officials. In his resignation statement, Mr. Jones said the administration's refusal to cooperate with the agency had rendered it ineffectual.

He also said that the administration was planning to replace the commission with a new group that would be appointen by Mayor Frank Paul Mangano Paul Mangano, 73, a grocer and butcher in South Philadelphia for 49 years, died Wednesday at Methodist Hospital. He lived at 2824 S. Sydenham St. Before retiring in 1970, Mr. Mangano owned and operated Paul's Grocery, at 11th and Wolf Streets.

He is survived by his wife, the former Josephine Cucinotta; a son, Joseph; four daughters, Mrs. Josephine Polizzi, Mrs. Jean DeCabdia, Mrs. Dorothy Bonadies and Mrs. Rita Lawson; a sister, Mrs.

Domen-ica Vinci, and nine grandchildren. A Mass of Christian Burial will be offered at 9:30 a.m. Saturday at St. Richard's Church, 19th and Pollock Streets. Burial will be in Holy Cross Cemetery, Yeadon.

Ann Spitzer Shapiro Mrs. Ann Spitzer Shapiro, widow of former Inquirer editor, Frederic E. Shapiro, died Monday at Thomas Jefferson University Hospital. She was 72 and lived at the Chatham, 20th and Walnut Streets. Mrs.

Shapiro met her husband while he was an assistant managing editor at the Washington (D. Herald and she was a staff writer there. Mr. Shapiro was editor of the Inquirer's Todav magazine at his death in 1969. Mrs.

Shapiro is survived by a son, Fred and two grandchildren. A memorial service will be held at 3 p.m. today at Oliver H. Bair's, 1820 Chestnut St. Samuel Berkowitz Samuel Berkowitz, 75, who operated Sam's Variety Store at 12th Street and Atlantic Avenue in Camden for 35 years until he sold it in 1961, died yesterday of a heart attack at the Jewish Geriatric Center in Cherry Hill, N.

J. Mr. Berkowitz, who was a member of the Camden Businessmen's Association, is survived by a son, Ellis, a daughter, Phyllis, two brithers, Rube and Isadore, and three sisters, Mrs. Yetta Lupo, Mrs. Laura Shapiro and Mrs.

Florence Zolyon. His wife, Pauline, died two years ago. Services will be held Sunday at 10:30 a.m. at Stillman's Memorial Chapel, 4324 N. Broad Philadelphia, and burial will be in Montefiore Cemetery, Church Road and Borbeck Street.

Death Notices Man convicted of tax fraud appointed to state post by Shapp Meyer L. Casman and a law degree at the University of Pennsylvania in 1926. Judge Casman also was an accomplished violinist and was instrumen be appointed by May or Frank L. rect control of Managing Director Hillel Levinson. Levinson acknowledged yesterday that his office was studying ways to reorganize the commission, but he said no final proposal had been drawn up.

He blamed the poor relations between the commission and City Hall on "Mr. Jones' blind hatred of the Rizzo administration." The commission was created by the City Council three years ago to plan and coordinate the city's programs for youth. It is an independent body, with 10 of its 31 members appointed by community groups. Most members agree that, in addition to its problems with Levinson, the commission has been thwarted by engineering firm working for the City of Lancaster. He entered a plea of no contest to the charse of failing to report the $20,000 on his tax return and was sen-fenced to three years' probation and fined $5,000.

Monaghan paid the fine last February and was released from probation. Monaghan, a Democrat who was defeated in 1974 when he sought his fourth term as mayor of Lancaster, was charged with demanding a kickback from the Meridian Engineering Co. of Philadelphia, a firm whose president also has testified to bribing a number of Philadelphia officials. Meridian was a consulting firm to the City of Lancaster while Monaghan was mayor. to clear the water out and gently started to massage her chest," he said.

Monaghan, 62, who was mayor of Lancaster for three terms and was state secretary of commerce in the early 1960s was named coordinator of local and county development in the state planning and development office. Monaghan was indicted by a federal grand jury in 1975 on charges of falsifying his income-tax returns and extorting a $20,000 kickback from an Officer revives browned baby its unwieldly size. The commission's troubles came to a head last month when the Governor's Justice Commission found that its work had not been satisfactory and it cut off federal funding. The commission did receive in funds this year from the City Council, but that money will run out next spring. Any restructuring of the commission would have to be approved by the council. The governor's office announced the appointment yesterday. A press aide to Sliapp said the governor had no comment on Monaghan's criminal record.

"The governor is aware of his background," a spokesman said. Monaghan was mayor of Lancaster from RSS until 1962, when he was defeated for re-election. He was elected again in D66, re-elected in 1970 and then defeated in 1974. He served as state secretary of Commerce in the administration of Gov. David Lawrence, starting in 1961.

Britain has said it will take at least 15 months for the 278,000 Rhodesian whites to hand power over to the 6.4 million blacks, but it has offered to set Dec. 1, 1977, as an alternate deadline if the legal complications can be taken care of by then. Representatives of the white minority Rhodesian government have said it will take at least 23 months for the transition.
