Bregni was well although he had suffered a head injury when he was kidnaped. downgrade iG-25A TOKYO The Soviet MiG-25A that was flown to Hakodate airport in northern Japan by a defecting pilot has proved less sophisticated than had been- believed, bearing more resemblance to a "manned rocket" than to a combat aircraft, sources said yesterday.

The sources said that 'one of the biggest surprises was that the plane lacked any ejection gear to throw the pilot clear of the cockpit and allow him to parachute in the event of an emergency. The plane, described as a high-altitude, high-speed interceptor rather than a fighter-bomber, was flown to Hakodate Sept. 6 by Soviet Air Force 1st Lt. Viktor Belenko, who has since sought political asylum in the United A West German magazine said Friday that the defection was set up by the CIA and that the Japanese were aware of the arrangement. The Japanese Self-Defense Agency flatly denied, yesterday that it knew in advance of the defection.

the sources here said that the MiG had a very good engine and showed a high standard of metallurgy in its wings and fuselage construction, but they described its electronic equipment as "relatively unsophisticated." They said that the plane's speed gauge was marked to Mach 3 iffound 2,280 m.p.h. but had a red yarning line at Mach 2,8. The sources said that the plane was equipped to carry four missiles qut no guns. It was not armed when it -landed at Hakodate. They added that it lacked maneuverability.

There was1 speculation that the re-ctihnaissance version, the MiG-25B, probably had a slightly higher speed than the Mig-25A. A 74-member Japanese and American team began dismantling the yesterday at Hakodate, a civil-fan airport, so it could be taken to an undisclosed Japanese Air Force base. Officials said that it probably would take at least a week to dismantle and transport the plane. The weather TODAY'S FORECAST Edward J. "All the gangsters used to hang near Broad and Locust. There were so many hotels: Green's, the Windsor, the Bingham House, the Stenton, the Aldine, the Ritz Carlton, so many of them. My job was to arrest all known gunmen and gangsters. Charge them with being suspicious characters. "Hah, I wasn't a bully, but if you had a gun and got tough with me, I'd shove it down your throat." In 1936, he became a part of the "Little Mob," a group of detectives formed by Mayor S.

Davis Wilson to combat crime. The Little Mob was led bv James (Shonevl Malnns George Richardson and James Ryan. "The town was full of gangsters and we drove them out or gave them a good shellacking," he said. "We'd talk to them, bring them in, give 'em the rubber hose You could shanghai guys in those days. They were scared to death of us." And well they should have been.

Detective Foley talked easily of chaining prisoners and throwing them in the river to get them to talk. Or threatening to arrest a suspect's mother, and then actually parading her in front of the prisoner. Or jailing suspects under false names so that attorneys could not find them and interrogations would not be interrupted. "You'd see Ryan or Foley walking around City Hall with a violin case and you knew something was going to happen," said Harry Morris, a young detective in that era. In 1940, Wilson left office and the Little Mob broke up.

For the next 12 years, Jerry Foley roamed the nightclubs and hotels, eating on the house, making newspaper headlines with arrests and keeping tabs on everybody. "Nobody knew Jerry's informers," Morris said. He left the force in 1952 and headed a securitv force for six center city hotels. That job allowed him to remain in the nightlife area. Over those years, he was found most often in the Beilevue, talking about the old Harry B.
