Thornburgh is scheduled to meet today with three top Democrats in the House to discuss the impasse on the controversial automobile- emissions inspection program for Philadelphia and seven other Pennsylvania counties.

Although the purpose of the meeting is unclear, it was requested by House Speaker K. Leroy Irvis Allegheny) and will involve Irvis, Majority Leader James J. Manderino Westmoreland) and Rep. Max Pievsky chairman of the House Appropriations Committee. "We are planning to honor Speaker Irvis' request," said a deputy press secretary to the governor.

However, the governor's spokesman said Irvis had asked that the meeting be "personal and confidential." and he added. "That's all we can say at this time." A spokesman for Manderino said the Democrats requested the meeting with the Republican governor to help resolve the differences between the Demo House version of the emissions-inspection program and the Senate version. The House proposal would set aside $15 million to reimburse motorists up to $40 for repairs to their automobiles resulting from inspections. Senate Republicans want no reimbursement for repairs but would reduce vehicleregistration fees $5 for motorists who participate in the emissions-inspection program. Stephen C.

MacNett, counsel to Senate Majority Leader Robert Jubelirer Blair), said none of the Senate leaders in the emissions fight have been asked to attend the meeting. Webster 96, a civil engineer and entrepreneur, died Saturday at the Foulkeways retirement community in Gwynedd Valley, Montgomery County. Mr. Webster, who had been a resident of Germantown for many years, spent his last several years at the retirement community. A graduate of Friends Select School, he received a bachelor of science degree in civil engineering from the University of Pennsylvania in 1909. He designed and supervised the construction of many manufacturing structures in the city.

For many years he operated from his Suburban Station office. Mr. Webster belonged to the Union League, according to relatives, where he had been one of the league's oldest living members. He served on the board of trustees for the Friends Select School in Northeast Philadelphia and on the board of trustees for the Germantown Friends School. He also served as treasurer of the Mantoloking Yacht Club in Mantoloking, N.J., where he and his family spent many summers.

Survivors: sons, Maurice A. WebEster Jr. and George, daughters, Mrs. Jane Merrill, and Mrs. Helen Peterkin; nine grandchildren, and eight great grandchildren.

Dorothy Hurshman, 91, wife of the late, Abraham Hurshman, a promicity attorney and former deputy attorney general, died Saturday at her home in Media, Delaware County. Mrs. Hurshman was a member of Hadassah-Women's International League for Peace and Development.

In 1981, the legislature, then controlled by Republicans in both chambers, overrode a gubernatorial veto and enacted a law prohibiting the spending of state funds on the inspection program. Subsequently, U.S. District Judge Louis Bechtle ruled that about $400 million in federal high funds earmarked for the Philadelphia and Pittsburgh areas should be held up until the state adopted an inspection program. An effort to repeal the 1981 bill died at the end of the 1981-82 session of the General Assembly, When the legislature reconvened for the 1983- 84 session January, the first bill introduced the Senate was the "in emissions measure. That bill is locked in a House-Senate conference committee with neither side willing to budge.

Last week, the impasse became more pronounced. The House amended its version of the emissions-inspection program into a bill that already had passed the Senate, and final passage of that measure is scheduled for a vote this week. And the Senate approved an amendment that added its version of the inspection program to a bill the House already had passed on another issue. Although the amended bill failed to pass last week, the Senate voted to reconsider its action and has the proposal at the top of its calendar this week, too. "This is beginning to sound like a record," said MacNett, the counsel the senate majority leader.

"But we're probably going to take another crack at emissions inspection legislation)." Of course, "final passage" on these bills does not mean a great deal in terms of progress toward a solution 10 the problem. Either chamber could refuse to adopt the changes the other has made in its bill. And eventually, the two new bills could wind up in the hands of the same six Services: Tuesday, noon, at Roosevelt Memorial Park. John J. McShane, 79, a Mayfair tavern operator until 1969, died Saturday at West Jersey Hospital, Southern Division, i in Voorhees, N.J.

He lived in Mount Laurel. N.J. Mr. McShane, a native of Glasgow, Scotland, had been employed by Sears for 25 years before entering the tavern trade. He was co-founder and past president of two groups, St.

The amendments that added the emissions-inspection program to unrelated bills in the House and Senate have sidetracked the authors' original intent for bills. The Senate-passed bill that the House has amended was originally intended to require the Pennsylvania Department of Transportation to check odometer readings every time title of an automobile changes 1 hands and to increase the fine of those convicted of odometer tampering from $300 to $1.000. The House bill that was amended by the Senate initially was aimed at increasing the allowable length from 60 feet to a new maximum of 65 feet for tractor-trailer rigs used to transport automobiles. Senate Republicans picked it for amendment because it was designed to benefit the Volkswagen assembly plant in Westmoreland County, House Democratic Majority Leader Manderino's home turf, and it would make it painful for Manderino to reject the bill emissions amendment or no amendment.

But before the tractor-trailer bill made it to consideration for final passage, it had become a regular pack mule: The Senate Transportation Committee amended it with provisions to regulate tandem-trailer trucking rigs on state highways. Another amendment would exempt auto mechanics, certified as state safety inspectors prior to January, from having 10 be recertified now that the state has switched from biannual to annual safety inspections. And another would exempt contractors on state highway projects that cost less than $25,000 from state bonding requirements. The House could entangle the issues even more. It also has a bill on its calendar this week that is designed to exempt from the state axle tax out-of-state trucks that come into Pennsylvania for repairs.

This bill could be amended and saddled with any of the measures bottled up with the emissions controversy.
