Defense Minister Shimon Peres said yesterday that the crisis over Syrian moves was "a misunderstanding." The cabinet meeting was attended by the Israeli chief of staff, Gen. Mordechai Gur an unusual step. The cabinet was told that Israel was maintaining in adeauate military stance along the Lebanese border, and that the U.

S. government was cooperating in diplomatic efforts to get the Syrians to pull back. At the border, residents of northern Israeli villages said there appeared to be fighting across the border last night, after a day of quiet. They said they could hear the sound of heavy machine guns and light weapons from an area where rijjht-wing Lebanese Christians have exchanged heavy fire with Palestinians and leftists in the past two days. Acting under an Arab League mandate, the Syrian army imposed a cease-fire on most of Lebanon last fall after 19 months of civil war.
