Friends mav call one hour before service on Fri, LEVERING IJONDON The nine members of the European Economic Community (EEC) brought their Middle East policy in line with that of the United States last night, accepting for the first time the principle of a Palestinian "homeland." A declaration issued at a meeting of the so-called Common Market countries here echoed recent statements by President Carter on the Middle East and was seen as a waning to Israeli Prime Minister Mena-ehem Begin that the nine disapproved of his tough stand against a settlement with the Arabs. The text, issued by British Prime Minister James Callaghan and the heads of the eight other governments, said: "A solution to the conflict in the Middle East will be possible only if the legitimate rights of the Palestinian people to give effective expression to its national identity is translated into fact, which would take into account the need for a homeland for the Palestinian peo-PS v- Previous statements from the nine nations have said only that the effective expression of the national identity of the Palestinians "could involve a territorial basis." The Middle East declaration Is the main business expected from the two-day summit that is being held at Lancaster House. The meeting marks the end of Britain's six months as president of the EEC's council of ministers.

The declaration reaffirms the countries' earlier stand on the need to base a peace settlement on two United Nations Security Council resolutions that call for an Israeli withdrawal from occupied territories, acknowledgment of Israel's right to exist within secure and recognized frontiers, and recognition of the rights of the Palestinians. The nine countries stressed a "crucial interest" in an early resumption of Middle East peace negotiations. They said the Palestinians should be represented at the negotiating table "in an appropriate manner to be worked out (by) all the parties concerned." FLOWERS ucwy uie riMs proposed ban on saccharin for 18 months, pendine further studies. 8 Kennedy's bill would allow the FDA to take any tainted batches of saccharin off the market during the 18 months, and also would allow the agency to require that the product be labeled with a warning that it might cause cancer. The House language would not have allowed this. Kennedy said he had polled his subcommittee and that it had ao-proved his proposal.

The full Human Resources Committee will take it up after the Fourth of July recess, and a full floor debate will be scheduled before August, he said. The FDA proposed the ban on use of saccharin, except as a non-prescription drug, March 9 after Canadian studies showed that the artificial sweetener caused cancerous tumors in laboratory rats. When new Canadian studies this month showed links between bladder cancer and saccharin in men who regularly consumed saccharin products, the FDA announced that it was delaying final action on its proposal for two months to evaluate those studies. me wiost iev. WASHINGTON The Senate de-, cided yesterday to kill a House-passed measure that would prohibit any government ban on saccharin for 15 months. However, the Senate is expected to act this summer on a bill for an even longer suspension of the proposed The Senate refused to add the saccharin provision to a $15 billion appropriation bill for the Agriculture Department, the Food and Drug Administration (FDA) and other agencies.
