E. Bradbury, 93, a teacher with Quakers Emilie Chapman Bradbury, 93, died Jan. 28 at Friends Hall in the Fox Chase section of the city. She lived in Germantown. An active member of the Society of Friends, Miss Bradbury devoted much of her life to teaching and work with the American Friends Service Committee and the American Friends Relief Commission.

She was a member of an old colo nial family. She graduated from Germantown Friends School and attended the University of Pennsylvania. She taught at Germantown Friends School from 1907 to 1917, studying education during her vacations at Columbia University. From 1917 to 1919, she served as one of six field workers sent to Omsk in Siberia by the American Friends Service Committee to help feed and clothe relugee children. Returning to the United States, she worked for the White Williams Foun dation, directing scholarship support to students.

ihe joined the adminiS' tration of Germantown Friends School in 1927 and served as assistant principal until 1946. She left the school then to spend two years in Europe, directing renr gee programs in Poland on behalf of the American Friends Relief Com' mission. She worked until 1979 as a member of the material aids committee of the American Friends Service Commit tee. Surviving is a sister. Memorial services were to be scheduled at a later date.

J.L. Conarroe, 89, architect in Philadelphia J. Linerd Conarroe 2d, 89, a Phila delphia architect, died Jan. 28 at his home in Indian Harbor Beach, Fla He had lived in Chestnut Hill. Mr.

Conarroe, a graduate of East- burn and Germantown Academies, enlisted in the Army in World War I and served in France. He remained there after the war to continue his studies of art and architecture. He opened an office in Philadelphia in 1922. By 1968, when he retired, he had had more than 600 commissions. Mr.

Connarroe was a descendant of early settlers in Pennsylvania and New Jersey and was a member of the Pennsylvania Society of the Sons of the Revolution, the Colonial Society of Pennsylvania, the General Society of Colonial Wars and the Sons of the American Revolution. He also was a member of the Penn Club of Philadelphia, the Numismatic and Antiquarian Society, the American Institute of Architects and St. Paul's Church in Chestnut Hill. Surviving are his wife, Florence Griffith Conarroe; a son, John L. and four grandchildren.

A memorial service is to be scheduled. raska and then at the University of Minnesota before acquiring a doctorate in physical education from Columbia University. He joined the faculty of the University of Pennsylvania in 1931, served as director of intercollegiate athletics and physical education. He retired in 1953. A few weeks later, he decided he needed a job.

He became a school crossing guard in Swarthmore and was named the borough's citizen of the year in 1970. At his death, he was the last living member of the first NCAA Rules Committee, created in 1906. He was a member of the United States Executive Committee for the 1932 and 1936 Olympic Games. Because he was the only member of the committee who was fluent in German, he was the principal interpreter for' the 400-member committee at the 1936 games in Berlin, the front man in the rules battles presided over by Adolf Hitler. Surviving are a son, Navy Cmdr.

Davidson Luehring; a daughter, Mrs. Gerald P. Adams; four grandchildren and three great-grandchildren. Memorial services were scheduled for 10 a.m. Thursday at the Trinity Episcopal Church in Swarthmore.

Hobbs Inquirer Statt Writer Whitman residents were defeated yesterday in an attempt to get a Common Pleas judge to issue a permanent injunction against 'the construction of a public housing project in their neighborhood. Common Pleas Judge Alfred J. DiBpna, who had issued a temporary injunction over the weekend halting the construction, ruled yesterday tha't he did not have jurisdiction in the' matter and referred the case back to U.S. District Court.

QiBona had delivered his' temporary' order after he learned that an engineering company had recommended that construction be stopped Frederick Luehring, 99, devoted to athletics throughout his life Associated Press because pile driving at the housing site may be causing damage to several area homes. Yesterday, about 100 Whitman residents crowded into DiBona's courtroom, many of them expecting to testify about cracks in the walls of their homes caused by construction activities at the site at Second Street and Oregon Avenue. They did not get a chance to testify before DiBona made his ruling, however. A hearing on the issue has been scheduled for today before U.S. District Judge Raymond J.

Mr. Mayne, a Democratic committeeman in the 22d Ward in East Germantown for more than 30 years, held a number of posts in City Hall. He was an active member of the Knights of Columbus. Surviving are his wife, Edith H. Clark Mayne; a daughter, Agnes M.

Hart; a son, Edward 10 grandchildren and a brother. A Mass of Christian Burial will be offered at 10 a.m. Thursday at the Church of St. Luke the Evangelist, Easton Road and Fairhill Avenue, Glenside. Burial will be in Holy Sepulchre Cemetery, Wynnewood.

By Burr Van Atta Inquirer Staff Writer Frederick W. Luehring, 99, a man whose life nearly spanned the history of organized sports in America, died Sunday in Taylor Hospital in Ridley Park. He lived in Swarthmore. A dedicated athlete, he was a powerful man who continued to golf, swim and hike until his death. At 82, he completed walking the Appalachian Trail and at 87 became the oldest man to hike the 261-mile Appalachian Long Trail in Vermont.

At the age of 91, he plunged into a Newtown Square swimming pool to do 25-yard laps at $5 a lap to raise money for the Swimming Hall of Fame, into whose circle he had been inducted a year earlier. He quit after 10 laps, he said, "to avoid embarrassing my friends." He was even more proficient on the golf course, some suggested. They said that during the' last decade, he kept his golf scores lower than his age. A Kansas farm boy, he attended North Central College in Naperville, 111., where he competed in field and track events, played football, basketball and water polo. While winning his master's degree in history and cago in 1906, he played football there Dr.

Howard Drewes Dr. Howard Drewes, 94, a Philadelphia osteopathic physician who retired in 1974, died Jan. 25 in St. Petersburg, Fla. He lived in Clearwater, Fla.

A graduate of Princeton University, he played on the baseball team there and won recognition for his pitching. He was named to Walter Camp's all-collegiate team in 1907. He taught at Central High School until 1925, when he entered the Philadelphia College of Osteopathy. Upon his graduation in 1929, Dr. Drewes opened medical offices on Broad Street near Erie Avenue.
