I UK It By Timothy Dwyer Inquirer Stall Writer Thomas "Tommy" Loughran, 79, a Philadelphia native who was a former light-heavyweight boxing champion, died Wednesday at the Veterans Home in Hollidaysburg, Blair County. Mr. Loughran grew up in South Philadelphia and went on to become one of the most famous boxers from the city, known for its gyms and successful boxers.

After a string of knockouts as an amateur boxer, he fought his first professional bout in 1919 and knocked out Eddie Carter in the second round. In 1937, after 227 fights and only 13 losses, he retired. He later became a sugar broker in New York City. Throughout his career, Mr. Lough ran maintained a reputation as a gentleman.

He was a boxer rather than a slugger, known for his boxing technique rather than his punching ability. "He couldn't break an egg Iwith his punchesl," said Jack Sharkey, the former heavyweight champion. "But I'll tell you something, he hit you with more punches you'd think they were making them in a factory and throwing them out the window at you," Sharkey recalled in a telephone interview from his home in Epping, N.H. Sharkey was one of the two boxers to- knock out Mr. Loughran, a man about six feet tall with blue eyes and a physique that earned him the name of the "Philadelphia Adonis." Sharkey did it in the fourth round of a 1929 heavyweight championship fight at Yankee Stadium in front of 45,000 persons.

Sharkey surprised Mr. Loughran as he came out of his corner. Although Mr. Loughran managed to get up by the four count, he was visibly dazed and the fight was stopped. Mr.

Loughran held the light-heavyweight championship from 1927 to 1929, when he gave up the title to fight in the heavyweight division. He said years later that Sharkey was the only fighter he held a grudge against Tommy Loughran In a 1934 photograph because Sharkey did not give him a rematch for the heavyweight title. When the two met again in 1933 at the former Shibe Park, Mr. Loughran beat Sharkey in a 15-round decision. But by that time Sharkey had lost the title.

If Mr. Loughran bore ill will against Sharkey, the feeling was not mutual. "We have had our battle," Sharkey said, "but he was a wonderful gentleman. He was scientific. You couldn't hit that fella," Sharkey said.

Despite the loss to Sharkey in 1929, Mr. Loughran continued to pursue the heavyweight championship. He got another shot at the title in Miami on March 1, 1934, when he fought Primo Camera. Despite a great weight disadvantage (Camera outweighed him 270 to 184), the fight went IS rounds and Camera was awarded the decision. Mr.

Loughran said many years later that it was during the Camera fight that he knew it was time for him to retire. "When one minute the time between roundsl isn't enough to rest, then you know," he told a reporter. But he kept fighting until 1937 when he retired after defeating Association of Obstetricians and Gynecologists, the American Medical Association, the American College of Obstetricians and Gynecologists, the American College of Surgeons, the Philadelphia College of Physicians and the International College of Surgeons. Chairman of the maternal mortality committee of the Philadelphia County Medical Society for 25 years, he played a role in implementing measures that dramatically reduced the death rate among mothers and newborn infants. He also served as chairman of the Pelvic Cancer Commission of Philadelphia, president of the Obstetrics Society of Philadelphia and chairman of the Maternal Welfare Committee and served as sponsor of the 'Newlin Fell Paxson Obstetrics Society of Philadelphia.

For 30 years, he was a director of the Booth Maternity Center. He also served as chairman of the Blood Fibrinogen Bank of Pennsylvania, one of the first such units in the Newlin F. Mr. Loughran was born in Phila delphia on Nov. 29, 1902, He grew up in the 1600 block of Ritner street in South Philadelphia.

His first fight came on the streets of Philadelphia at age 14 when he became involved with a dispute with a 26-year-old man and soundly thumped the man. When the police arrived at his home to investigate, he had already sneaked into bed and pretended to be asleep. The police officer, not fooled, demanded to know where he was hiding his brass knuckles and, when the young boy convinced the officer he had inflict ed the damage with his fists, the officer turned to the boy's mother and warned: "If you don't do something about him, he'll wind up in prison for killing somebody with his fists either that or he'll be a champion." The youngster assured his mother from his bed that he would be the champion. And on Oct. 27, 1927, his dream came true in the old Madison Square Garden when he defeated Mike McTigue for the light-heavyweight championship.

From 1927 to 1929, he successfully defended his title six times. Like most boxers, his weight increased as he got older and for a while he fought in both the heavyweight and light-heavyweight divisions as he put on weight for one fight and sweat it off for the next. But after he beat James J. Braddock in 15 rounds on July 18, 1929, he leaned over to reporters at ringside and said that was his last light-heavyweight fight. From then on he fought in the heavyweight division.

Mr. Loughran's did not drink or smoke and he never married. During his boxing career he was often described as an "altar boy," and, in fact, became an altar boy after his retirement from boxing. Each day, he served the noon Mass at Our Lady of Victory Church near his Wall Street office. He leaves a brother, Charles; and a sister, Katherine Dooley, both of Philadelphia.

Private funeral services will be held Monday. A pioneer in the use of fibrinogen, a clotting component of blood, Dr. Paxson's work helped clear the use of fibrinogen therapy in inhibiting hemorrhaging during and after delivery. The therapy is now applied in a wide variety of medical and surgical situations. 1 He was active on the medical advisory committee of the Planned Parenthood Association of Philadelphia.

Throughout his career, he was active in research, and his findings were widely published in professional journals. In his private life, he was an active member of the Society of Friends, the Radnor Hunt Club, Penn Athletic Club and the University Club. He is survived by his wife, Anne Buchanan Paxson, and a brother, Chauncy. A memorial service will be held at 3 p.m. Saturday at the Haverford Friends Meeting on Buck Road, Haverford.

A 1919 graduate of the college, he interned there, did post-graduate work at the University of Chicago and the Mayo Clinic and then began a teaching career of more than 60 years. He formally retired in 1962 after 20 years as chairman of obstetrics and gynecology at the college. But when freed of administrative duties, he returned to teaching. He continued to teach at Hahnemann, to hold staff positions at Hahnemann and Bryn Mawr Hospitals and to maintain a private practice in Center City until 1980. During his years of practice, he delivered more" than 3,000 babies, among them Princess Grace of Monaco.

He was involved for many years in local and national Democratic Party politics and served from 1955 to 1965 as national chairman of the Greek section of the Democratic, National Committee. Since 1979, he had been Hospital in Lower Morion. Mrs. Feinman ran a fur-finishing store at 60th and Spruce Streets in Philadelphia.

She also was a singer with the Pavilion Players, a group that entertained the elderly at various apartment buildings in the area. Survivors: son, Charles; daughters, Frances Trubin, Dorothy Goldman and Libby Altmark; 12 grandchildren, eight great-grandchildren, four brothers and a sister. Services: noon Sunday, Rosen-berg's kapnaei-sacks, mnuueipniu. William G.S. Savage 69, of Me-rion Station, a former railway executive, died Thursday at Lankenau Hospital.

Born in Philadelphia, Mr. Savage began his career with the Pennsylvania Railroad. He retired as the Penn Central's director of passenger sales and then served as assistant director of Inglis House, a home for the physically disabled in Philadelphia, and as director of development for Saunders House of Philadelphia, a home for the elderly. Survivors: wife, Lavinia; sons, Charles and David; daughters, Deborah Schuhl and Catherine Ellen-wood, and three grandchildren. Services: memorial, 11 a.m.
