Mr. Van Loan had served in various engineering capacities in the Water Bureau when he was appointed chief in 1935 by Director of Public Works Frank H. Caven during the Moore administration. He formerly was general superintendent of the water bureau, appointed in 1918 when the filtration bureau was merged with the water bureau. CENTRALIZED OPERATIONS In the post he was credited with centralizing Water Bureau operations which had been divided into seven districts each with its own personnel and its own equipment.

During his tenure, the first water meters In the city were installed. In 1922 Mr. Van Loun was named deputy chief of the Water Bureau. Before coming to Philadelphia he was employed by the Federal Government in the Geological and Geodetic Divisions from 1893 to 1895. Merion Cricket Club, a vestrymen at the Church of the Redeemer from 1901 to 1915 and a member of the Philadelphia Society for Promoting Agriculture.
